About this opportunity
WaTech is requesting quotations for broadband ISP services to support Washington state operations across six active sites, with proposals due June 23, 2026. Vendors must execute both a Nondisclosure Agreement and applicable addenda prior to participation — a mandatory gate.
The scope spans six locations: two at Washington Correctional Center for Women in Gig Harbor, two at Cedar Creek Corrections Center in Littlerock, and individual sites in Spokane and Walla Walla. Four sites are secure correctional facilities requiring advance notice, vendor background checks, and on-site escort procedures. Minimum bandwidth requirements range from 100 Mbps to 200 Mbps download speeds, with guaranteed installation intervals of 30 to 90 days depending on site. All sites require floor maps or aerial photos and installation to designated MDF rooms or extended handoff locations. Correctional facilities and state office sites have single DHCP address assignment requirements and special security protocols.
Evaluation weights 10 points on timeline (installation intervals) and 90 points on cost, scoring both monthly recurring charges and non-recurring charges. Correctional and state office sites carry zero non-recurring charges; other sites structure pricing on a per-site monthly and installation basis. WaTech may consider incumbent service providers in evaluation.
The service areas include Franklin, Grant, Grays Harbor, Chelan, and Yakima counties. The full RFQ, cost evaluation model, and Amendment 1 are available on WaTech's procurement announcements website at https://watech.wa.gov/procurement-announcements. Contract terms, renewal options, and detailed service level agreements are contained in the complete RFQ documentation.
