About this opportunity

Sarasota County, Florida is soliciting qualifications under RFQ #272922AMS to establish a pool of pre-qualified contractors for brick paver installation, restoration, repair, replacement, and removal, with responses due December 3, 2026 through the OpenGov portal at procurement.opengov.com/portal/scgov. The source names no set-aside or preference program.

Proposers must hold, at bid opening, an active Certified General Contractor (CGC), Certified Building Contractor (CBC), Certified Underground Utility & Excavation Contractor (CUC), or Structural Masonry Specialty Contractor license. At least one employee must hold current FDOT Intermediate Temporary Traffic Control (ITTC) certification. Proposers must also furnish a minimum of two verifiable commercial, industrial, institutional, or governmental references from the past seven years in each of three areas: paver installation, restoration, repair, or removal; streetscape or walkway reconstruction; and compaction and subgrade improvement.

Work is on an as-needed basis at various County locations. Contractors furnish all labor, materials, equipment, tools, vehicles, supplies, and maintenance of traffic at their own expense, and must keep a full-time manager reachable by cellular telephone. Scope includes roadway and walkway paver work to FDOT standards, base and sub-base repair with compaction testing, ADA and accessibility improvements, edge restraint and utility restoration, and sign removal and replacement. The County issues individual purchase orders ranging from minor repairs to complete reconstruction, with lump-sum pricing per project and completion within thirty business days of purchase order receipt. Failure to respond to more than two project quote requests within any twelve-month period may result in termination. Work runs Monday through Friday, 7:00 a.m. to 5:00 p.m., with power tools starting no earlier than 8:00 a.m. under the county noise ordinance.

Required insurance includes Workers' Compensation under Florida Statutes Chapter 440 with employers liability of $500,000 per accident, Commercial General Liability of $1 million per occurrence and $2 million aggregate with Sarasota County endorsed as additional insured, and Business Automobile Liability of $1 million combined single limit.

The County anticipates an initial three-year term and intends to award contracts to all responsive and responsible proposers. Attachment A maps the Siesta Key Village Public Improvement District, which the County identifies as one location where contractors may be engaged.
