About this opportunity
The Georgia Department of Public Health issued an electronic Request for Proposals (eRFP Number 40500-DPH0000259) to establish a contract for the provision of breast pumps, accessories, supplies, and services to support the Georgia WIC Program, which serves 246,278 participants across 159 counties, 17 health districts, 181 clinics, and one mobile unit. The procurement seeks qualified suppliers to deliver all products F.O.B. Destination and to provide comprehensive customer service and breastfeeding support as priorities for WIC participants. Suppliers were required to submit mandatory response worksheets, mandatory scored response worksheets, additional scored response worksheets, cost worksheets in Excel format with specific manufacturer and model information, supplier responsibility questionnaires, tax compliance forms, and supporting documentation for communication plans and reconditioning/refurbishment processes. A virtual bidders' conference was held on February 6, 2026, at 11:00 a.m. EST via Microsoft Teams with optional but strongly encouraged attendance. The deadline for written questions was February 11, 2026, at 5:00 p.m. ET, with responses posted by February 20, 2026, at 5:00 p.m. ET; however, the proposal closing date was extended multiple times through six addenda, with the final deadline established as March 18, 2026, at 3:00 p.m. EST. The evaluation timeline projected completion within 2 to 3 weeks of proposal closing, with negotiations invitation within 3 to 4 weeks, final evaluation within 5 to 6 weeks, contract finalization within 6 to 7 weeks, Notice of Intent to Award within 8 to 9 weeks, and Notice of Award approximately 10 calendar days thereafter, unless the estimated contract value was less than $100,000.
The solicitation documentation did not specify set-aside designations, disadvantaged enterprise restrictions, incumbent vendor information, existing technology infrastructure requirements, or contract award values and budget ranges. However, the State Entity reserved the right to proceed directly to contract award without posting a Notice of Intent to Award if the estimated contract value was determined to be less than $100,000. All suppliers were required to acknowledge receipt of all six addenda by signing and attaching acknowledgment forms to their RFP responses, with conflicts between previously released documents and addenda resolved in favor of the addendum language. Notably, the solicitation was cancelled effective April 20, 2026, due to the need to redevelop requirements, with the Georgia Department of Public Health planning to conduct a new solicitation in the future; interested suppliers were directed to monitor the Georgia Procurement Registry at https://ssl.doas.state.ga.us/gpr/ for future solicitation announcements.
