About this opportunity
The Boulder County Sheriff's Office is soliciting proposals from qualified ambulance, emergency medical services, or healthcare staffing organizations to provide 24-hour, 7-day-per-week Emergency Medical Technician (EMT) staffing services at the Boulder County Jail, with proposals due October 26, 2026.
Eligible proposers must be legally established business entities authorized to operate in Colorado with a minimum of three years' experience providing EMT, emergency medical services, healthcare staffing, or substantially similar personnel services. All assigned EMTs must maintain current Colorado EMT certification, CPR/BLS certification, pass BCSO background and security clearance requirements, complete jail orientation and training, and obtain Qualified Medication Administration Person (QMAP) certification when applicable. Proposers must demonstrate the ability to recruit and maintain sufficient personnel for continuous 24/7 coverage, satisfy all insurance and indemnification requirements, and provide at least two professional references for comparable contracts completed within the previous five years. Proposers with contractual termination for cause within the previous five years must provide an acceptable explanation. The contractor is not disqualified by prior service.
The contract requires staffing for four EMT positions: two assigned during day shifts (6:00 a.m. to 6:30 p.m.) and two during night shifts (6:00 p.m. to 6:30 a.m.), though the Sheriff's Office reserves the right to modify staffing levels and schedules based on operational and medical needs. Services are performed at the Boulder County Jail located at 3200 Airport Road, Boulder, Colorado 80301. The contractor must maintain reasonable continuity of assigned EMTs for a minimum of 12 months when operationally feasible. The Sheriff's Office encourages the successful contractor to consider hiring incumbent EMT personnel currently assigned to the facility, though no employment guarantees are provided.
Contractor insurance requirements include Commercial General Liability of $1 million per occurrence and $2 million general aggregate; Workers' Compensation at statutory limits with Employer's Liability of $100,000 per accident; Professional Liability (Errors and Omissions) of $1 million per loss; Privacy/Cyber Liability scaled from $50,000 to $1 million based on client volume; and Sexual Abuse and Molestation Coverage similarly tiered from $25,000 to $1 million. Boulder County must be named as additional insured on General Liability and Umbrella/Excess Liability policies. Contract termination for convenience requires seven days' written notice; termination for breach requires 30 days' notice to cure.
