About this file

This is a specifications document for the Boulder County Sheriff's Office (BCSO) in Colorado detailing requirements for Emergency Medical Technician (EMT) staffing services at the Boulder County Jail. BCSO is soliciting proposals from qualified ambulance services, emergency medical services organizations, or healthcare staffing companies to provide continuous EMT coverage on a 24-hour, 7-day-per-week basis. The contract requires the contractor to maintain staffing for four EMT positions with two EMTs assigned during day shifts (6:00 a.m. to 6:30 p.m.) and two EMTs during night shifts (6:00 p.m. to 6:30 a.m.), though BCSO reserves the right to modify staffing levels and schedules based on operational and medical needs. Services will be provided at the Boulder County Jail located at 3200 Airport Road, Boulder, Colorado 80301.

The contractor is responsible for recruiting, hiring, credentialing, training, scheduling, and maintaining continuous coverage of qualified EMT personnel, including providing replacement staff for vacancies and absences. All assigned EMTs must hold current Colorado EMT certification, maintain CPR/BLS certification, complete BCSO security clearance requirements and facility orientation, and meet all applicable federal, state, and local requirements. The contractor should make reasonable efforts to maintain assigned EMTs for a minimum of 12 months when operationally feasible and coordinate any reassignments with BCSO's Health Services Administrator. BCSO encourages the successful contractor to consider hiring incumbent EMT personnel currently assigned to the facility to promote service continuity, though BCSO provides no employment guarantees. Qualified contractors must demonstrate experience in EMT, EMS, or comparable medical staffing services, the ability to recruit and retain personnel, capacity for continuous 24/7 staffing, expertise in employee credentialing and training management, and experience operating in secure correctional healthcare environments.
