About this opportunity
Boulder County Housing Authority (BCHA) is seeking a Development Consultant for the Willoughby Corner housing project through a Request for Proposals (RFP) focused on Phases 2 and 3 of a comprehensive affordable housing development. The procurement opportunity allows potential respondents to submit proposals for either Phase 2 (128 rental multifamily apartment units), Phase 3 (up to 80 affordable for-sale homes), or both phases combined. The selected consultant will be responsible for overseeing due diligence, financing, pre-development, design, and construction activities. Proposals must be submitted electronically through the Boulder County Bonfire portal by February 21, 2025, with all communications and questions to be handled through this platform. The project emphasizes sustainability, with all units designed to be net-zero ready and targeting residents making 30-60% Area Median Income (AMI). The development will create diverse housing options, including apartments, duplexes, and townhomes, with Phase 1 already scheduled to open in late 2024 comprising 192 units.
The RFP does not explicitly outline specific set-aside designations or restrictions on responding organizations. While no specific disadvantaged enterprise requirements are mentioned, the project appears to be focused on creating affordable housing opportunities across different income levels and housing types. The total project scope encompasses 208-280 total housing units across Phases 2 and 3, with a mix of rental and for-sale affordable homes. Although specific budget ranges are not detailed in the provided documentation, the project will primarily be financed through Low-Income Housing Tax Credits for the rental units. The development is part of a larger sustainable housing initiative in Boulder County, Colorado, with a goal of providing accessible, affordable housing options for residents. Potential respondents should carefully review the full RFP documentation and be prepared to demonstrate expertise in affordable housing development, project management, and sustainable design principles.
Opportunity text
With a focus on sustainability and livability, Willoughby Corner offers a variety of building types, including apartments, duplexes, and town homes. Phase 1 is on track to open at the end of 2024 includes a total of 192 units serving residents making 30-60% AMI - Búho Place, a 63-unit apartment building restricted to residents aged 55-and-over, four multifamily buildings with 129 rental apartments, a community building, and robust on-site amenities. Phase 2 will include 128 units of rental multifamily apartment homes and Phase 3 will deliver up to 80 affordable for-sale homes. All units will be affordable and net-zero ready. Boulder County Housing Authority ("Owner") is seeking proposals for a Development Consultant to oversee, coordinate, and project manage all activities related to due diligence, financing, pre-development, design and construction required for the completion of Phases 2 and Phase 3 site work. The scope of work for Phase 2 will include delivery of 128 units of multifamily rental apartment homes, primarily financed with Low-Income Housing Tax Credits. Phase 3 will include the addition of up to 80 affordable for-sale homes. Because of the different unit types (rental vs home ownership) Boulder County Housing Authority (BCHA) will offer applicants the opportunity to submit a proposal for EITHER Phase 2 OR Phase 3 OR Phase 2 & 3.
