About this opportunity

The Massachusetts Department of Transportation is requesting bids for full replacement of two corroded galvanized steel cooling towers with new stainless steel units at Haymarket Center, 136 Blackstone Street, Boston, with a general bid due August 5, 2026 and a pre-bid facility tour on July 21, 2026. Electrical work is identified as a filed sub-bid trade with a deadline of July 27, 2026. A 4% Minority Business Enterprise and Women Business Enterprise (M/WBE) participation goal applies, with applicable minority workforce utilization of 15.3% and women workforce utilization of 6.9%.

The scope includes replacement of two stainless steel cooling towers (118 CFM and 60 MBH cooling capacity at 95°F wet bulb and 85°F entering water temperature), installation of a new ceiling-mounted air handling unit (1,800 CFM capacity), a new exhaust fan (1,560 CFM capacity) for the adjacent generator room, replacement of roof drains, new NEMA 4X stainless steel electrical disconnects and GFCI receptacles, and system startup and commissioning. Work will be phased during the off-peak cooling season to maintain one operational tower and minimize building disruption. The contractor must field-verify existing conditions and coordinate equipment locations with manufacturer specifications. Existing condensate, chilled water, makeup water piping, and control systems remain in place and must be reconnected to new equipment. The project is classified as Alterations—Level 2 under the 2021 International Existing Building Code and must comply with Massachusetts building codes, energy conservation codes, and accessibility regulations.

The contract estimate is $800,000. Substantial completion is required within 300 calendar days of Notice to Proceed, with final acceptance within 45 days thereafter. Liquidated damages are assessed at $1,800 per calendar day for delays. The contract is governed by Massachusetts General Law Chapter 149, Sections 44A through 44F, and requires performance and payment bonds, comprehensive insurance coverage, prevailing wage compliance, and all employees to complete a minimum 10-hour OSHA-approved construction safety and health course. Bidders must register with COMMBUYS to access documents and submit bids electronically. A 5% bid deposit is required, and the successful bidder must be DCAMM-approved with a single project limit equal to or exceeding the bid amount.
