About this file

This is Addendum No. 1 to the contract documents for the Massachusetts Department of Transportation's Boston Cooling Tower Replacements project at Haymarket Center. The addendum transmits responses to bidders' questions submitted by J.C. Cannistraro LLC and Enterprise Equipment Co., Inc., along with notification of future document revisions. The project involves replacement of two corroded galvanized steel cooling towers with new stainless steel units, installation of a new ceiling-mounted air handling unit with 1,800 CFM capacity, installation of a new exhaust fan with 1,560 CFM capacity, replacement of roof drains, and system startup and commissioning. Sub-bids are scheduled to be opened and read on July 27, 2026 at 2:00 P.M., with general bids due August 5, 2026 at 2:00 P.M. The addendum addresses 28 questions regarding technical specifications, including cooling tower mounting on existing steel dunnage with new vibration isolation springs, BMS integration requirements, permit fees, temporary facilities, rigging operations, commissioning and water balancing sequencing, pipe insulation and heat tracing requirements, drain line concrete repairs, control valve specifications, ceiling access panel fire ratings, and water treatment responsibilities.

Key clarifications in the addendum include confirmation that existing vibration isolators shall be replaced with new springs while the existing galvanized steel frame above remains and is reused; BMS integration is required per specification section 230000-2.22; State Building and Plumbing Permits are required with applicable fees; temporary office trailers are not required but contractors may use the 5th Floor Mechanical Room; rigging operations may take place on Sundays if officially approved by the City of Boston and MBTA and do not disrupt RMV operations or the Haymarket Pushcart Association's Friday and Saturday outdoor market; an MEC coordinator is not required with the HVAC contractor serving as prime contractor; commissioning and water balancing shall occur once both towers are operational; pre-demolition water balancing is not required; drain lines shall be insulated with 2 inches of fiberglass with an all-service jacket; existing heat tracing on drain lines shall be removed and reinstalled; and water treatment is limited to flushing and treating new piping and towers only, with the contractor responsible for providing water analysis and required chemicals for this portion of the system while coordinating with the building's existing water treatment contractor.

Office/meeting space. Egress shall be maintained to the two egress doors as shown on the Life Safety Plan on G002.

Question 6.) RiggingConfirm the intent is for both rigging operations (as one tower needs to remain online) to take place on Sundays.

Response 6.) This is a contractor’s means and methods decision. It appears that Sunday is preferable, but not required contingent on the following:

a. Official approval is received and coordinated with the City of Boston and the

MBTA. (Though MBTA is attached to building, MassDOT does not oversee any of their operations)

b. Does not disrupt RMV regular operations.

c. Keep in mind that the Outdoor Market run by the Haymarket Pushcart

Association uses Hanover Street Fridays & Saturdays.

Question 7.) Confirm that a MEC coordinator is not a requirement of this project, due to the small scope and nature of work.

Response 7.) MEC Coordinator is not required. HVAC Contractor is the Prime Contractor and shall be responsible for coordination of all trades on this project.

Question 8.) Will full commissioning be executed in phases or after the second tower is installed?

Response 8.) Commissioning should take place once the full system, including both new towers are operational.
