About this opportunity
Richardson Independent School District (RISD) in Dallas County, Texas, is seeking a qualified firm to provide comprehensive Bond Program Management Services for the district's $1.4 billion bond program through a Request for Sealed Qualifications (RFSQ) process. The procurement encompasses management of multiple construction initiatives including new ground-up middle school replacements, comprehensive additions and renovations, safety and security enhancements, infrastructure and critical systems upgrades, and athletic and fine arts improvements across the district's 49 campuses serving approximately 37,000 students. The selected firm will serve as the district's primary partner in managing, facilitating, and overseeing the bond program lifecycle, ensuring project delivery on time, within budget, and in accordance with district standards, with six middle school projects identified as initial priorities (Liberty, Parkhill, Westwood, Richardson West, Apollo, and Richardson North Middle Schools). Projects are targeted to begin Summer 2026 with substantial completion between Summer 2028 and Spring 2029, complying with City of Dallas or City of Richardson building codes and TX-CHPS green building standards. Evaluation will be weighted across seven criteria: Experience and references with Texas K-12 Bond Programs (30 points), Project Controls and Management Approach (25 points), Proposed Staffing and Experience (15 points), Local Presence and Community Engagement Capability (15 points), Understanding District's Needs (5 points), Proposal presentation (5 points), and Other relevant factors (5 points), with Pass/Fail requirements for Data Privacy Agreement, RISD Standard Terms and Conditions, and Pre-Service Affidavit compliance. Proposals must be submitted electronically through Euna Procurement no later than February 12, 2026, at 2:00 PM Central Time, with interviews scheduled for the week of February 23, 2026, and award notification anticipated for April 2, 2026, with contract effective date of April 3, 2026, through April 3, 2031 (five years).
There are no identified set-asides or restrictions limiting the types of organizations that can respond, though proposers must demonstrate substantial experience with Texas public K-12 bond programs and provide minimum three to five project references from the past five years, preferably including Texas school districts. All service providers must comply with Texas Education Code Chapter 22A regarding employee and service provider misconduct reporting and must execute the RISD Pre-Service Affidavit before providing services; additionally, vendors must complete Form 1295 (Certificate of Interested Parties) with the Texas Ethics Commission, file a Conflict of Interest Questionnaire with RISD, maintain minimum insurance coverage including $1,000,000 comprehensive general liability with per-occurrence limits and named RISD additional insured status, and comply with all federal and state regulations including civil rights provisions, drug-free workplace standards, and debarment requirements verified through SAM registration. No incumbent vendor is identified in the solicitation materials, and pricing will be negotiated only with the highest-ranked firm in accordance with Texas Government Code Chapter 2254. RISD does not guarantee any specific volume or dollar amount of purchases under this contract, with actual expenditures dependent on district needs and budgetary constraints; however, the five-year contract value could potentially reach into the millions given the $1.4 billion bond program scope, though specific budget ranges or award values are not disclosed in the published solicitation.
