About this opportunity
Stroud Township in Monroe County, Pennsylvania is seeking sealed bids for a comprehensive boiler replacement project at its Municipal Building located at 1211 N. 5th St. in Stroudsburg. The procurement involves demolishing three existing boilers and associated controls, removing hydronic piping, and installing three new Weil McClain Slimfit condensing boilers (model SF750), specifically chosen for their compact design to fit the existing low-ceiling boiler room. The project requires installing a new control system with cascading loading capabilities, new circulator pumps, emergency shut-off switches, condensate neutralizers, and reconfigured supply and return piping headers. Sealed bids will be publicly opened on Tuesday, September 16, 2025, at 7 PM, with electronic submissions required via PennBid by 4 PM that same day. A mandatory pre-bid site inspection is scheduled for Wednesday, September 10th at 10:00 am, and bid documents are available at no cost through PennBid. Additional project requirements include potential modifications to existing gas piping, installing an 8" exterior vent system, and addressing heating inefficiencies in the municipal building's clerical office.
The procurement appears to have no specific set-aside designations for disadvantaged businesses, though bidders must comply with Pennsylvania and federal laws regarding equal opportunity and non-discrimination. Bid submission requires a proposal guarantee of 10% of the total bid amount, which can be submitted as a certified check or bid bond payable to the municipality. The successful bidder will be required to provide a performance bond for 100% of the contract value. While no incumbent vendor is specifically mentioned, the township reserves the right to reject any or all proposals and will award the contract to the lowest responsible bidder. The contract will expire one year from the date of award, with the option to complete the boiler replacement project during that period. Though a specific budget range is not explicitly stated, bidders are expected to provide comprehensive pricing for the full scope of work, which includes equipment procurement, demolition, installation, and associated system modifications.
