About this file
This Basis of Design Report was prepared by Martarano Engineering, Inc. for Stroud Township's Municipal Buildings, located in Stroudsburg, Pennsylvania, focusing on a comprehensive boiler replacement project. The site inspection occurred on June 27, 2025, and the report details the replacement of the existing three boilers that currently supply heating water to baseboard radiators throughout the two-story building. The proposed new work includes installing three Weil McClain Slimfit condensing boilers (model SF750), which are specifically chosen for their compact design to fit the existing boiler room with low ceiling height. The project involves complete demolition of the current boiler system, including removing existing boilers, controls, and hydronic piping, while maintaining the zone pumps and potentially the concrete pad.
The project includes several technical specifications, such as venting the new boilers with 8" exterior vents rising through the existing boiler chimney, using PVC, CPVC, PP, or AL29-4C vent materials, and implementing a new control system for automated boiler operation with cascading loading and equalized run time. Additional improvements include installing condensate neutralizers, a new floor drain, supply and return piping headers, and emergency shut-off switches. The report also recommends addressing heating inefficiencies in the clerical office by replacing the baseboard radiator and ensuring radiators are not obstructed by furniture, as well as investigating potential valve leakage in a rooftop unit's hot water coil.

Purpose:
The goal of this report is to describe the scope of work required for Stroud Townships Municipal buildings boiler replacement. The existing building is a two-story building located in Stroudsburg, PA. The site inspection took place on June 27, 2025.
Boiler Replacement Summary:
The building’s heating is currently being supplied by three boilers that deliver heating water throughout the building to baseboard radiators. Each boiler has a gas input of 975 MBH and an output of 760 MBH worth of heat. This is the main source of the building’s heat. There is also one hot water coil installed in the discharge ductwork of a rooftop unit.
Demolition includes removing the three boilers and their controls, removing hydronic piping that is between the boilers and the zone pumps on the supply side, and removing the hot water return header. The zone pumps will remain, and the concrete pad may remain and be increased to accommodate the new boiler size. Gas piping will remain but may need minor modifications.
The existing flue will be removed.
The new work includes providing three Weil McClain Slimfit condensing boilers model SF750.
These boilers are chosen because of their short design; they will fit into the existing boiler room that does not have a high ceiling. Each boiler will be vented to the exterior with 8” vents that should rise to the roof in the existing boiler chimney. The vent material shall be PVC, CPVC, PP, or AL29-4C. The new boilers shall come with a new control system that automatically operates the boilers and provides cascading loading and shall equalize run time per boiler. New boiler circulator pumps will be provided per boiler. New emergency shut off switches will be provided next to each exit door in the boiler room.
Condensate neutralizers shall be provided to treat the acidic condensate from the boilers.
Provide a new floor drain near the boilers that will tie into the existing sanitary serving the adjacent bathroom. Boiler condensate shall spill into this floor drain.
New supply piping headers will be provided and taps provided to connect to existing zone pumps.
New return piping headers will be provided and taps provided to connect into existing return branch piping. Insulate all heating-water piping according to the chart below where the size on the top row is pipe size and the size on the bottom row is insulation thickness.
Miscellaneous Improvements:
The clerical office has trouble keeping warm in the wintertime. We recommend replacing the baseboard radiator with a unit that can deliver more heat. We also recommend making sure that these radiators are not blocked by filing cabinets. There was also heat coming from the rooftop unit that contains a duct hot water coil. This should be investigated to see if there is hot water flowing through this valve when the unit is not calling for heat. It is possible there is a leaky valve.
