About this opportunity

The Central Florida Tourism Oversight District (CFTOD) is seeking three experienced contractors to provide boiler repair and maintenance continuing services for a three-year contract term. The procurement opportunity, identified as Bid #C006682, covers comprehensive boiler-related services including repairs, maintenance, gas line removal, fan removal and installation, VFD programming, controller troubleshooting, and motor installation. Contractors must possess specific qualifications, including an ASME / National Board 'R' Stamp certification and a valid mechanical license, with the ability to comply with ASME Power Boilers code standards. The contract requires 24/7 emergency response capabilities, with contractors mandated to be on-site within two hours of a service call and respond within 24 hours of a service request. Standard labor will be performed between 7:00 a.m. and 5:00 p.m. EST Monday through Friday, with after-hours rates applicable for work outside these times. The solicitation was posted on October 18, 2024, with proposal submissions due by November 5, 2024, through the District's PlanetBids electronic platform.

The District demonstrates a preference for local vendors, veteran small businesses, and opportunity zone businesses, though specific set-aside percentages are not explicitly defined. Contractors will be evaluated and up to three contracts will be awarded to the highest-scoring respondents based on their qualifications and proposal evaluations. Parts and materials will be billed at cost with a reasonable markup percentage, and contractors must maintain fully equipped service vehicles with necessary parts and equipment. Emergency response rates will be applied for after-hours calls requiring two hours or less mobilization. Contractors will be responsible for immediately repairing any damage attributed to their work at no additional cost to the District. Failure to adhere to response time requirements can result in contract default. While specific budget ranges are not disclosed, the continuing services contract suggests a potentially significant ongoing maintenance commitment for the District's central energy plant infrastructure.
