About this opportunity
The Colorado Department of Corrections is soliciting quotes for boiler water chemical treatment, laboratory testing, and technical support services at Colorado State Penitentiary in Canon City under documented quote DQ 2027-00027, with quotes due August 19, 2026 at 5:00 p.m. MST and a mandatory site visit at Sterling Correctional Facility on August 11, 2026 at 10:00 a.m.
The scope encompasses monthly maintenance of steam boiler, condenser, condensate, and chilled-water systems in a closed-loop configuration across three boilers (two Kewanee Model L3W-250-G02 Fire Tube Hydronic and one Clever Brooks Model FLX Water Tube Hydronic); monthly chemical testing and level adjustment to prevent scale and corrosion; formal training to facility staff on chemical handling, testing, and system operation; and 24-hour emergency response capability. Services are scheduled for one day per month on dates coordinated with CSP Physical Plant staff. Required deliverables include specified water treatment chemicals (sodium nitrite, sodium carbonate, sodium silicate, disodium tetraborate pentahydrate, sodium hydroxide, sodium hypochlorite, and others as needed), water testing supplies including fluorescent red tracer dye tablets, and monthly consulting from service representatives with technical degrees or certifications. Pricing must be itemized and all-inclusive of labor, materials, travel, and shipping with no separate charges or surcharges. All pricing shall remain firm during the initial one-year contract term, with annual price increases not exceeding 2.5% permitted in subsequent years if both parties agree.
The purchase order carries a one-year initial term with four optional one-year renewals, not to exceed five years at CDOC's discretion contingent upon appropriation. Award will be made to the responsive bidder whose quote is most advantageous to CDOC, with price as the primary evaluation factor. Vendors must pass enhanced background checks, register with the Colorado Secretary of State, obtain proof of Good Standing status, provide certificates of insurance with minimum commercial general liability of $1 million per occurrence and $1 million general aggregate (professional liability $1 million per occurrence / $2 million aggregate for technical service providers), and sign consent to search forms before facility access. No set-asides apply. Written inquiries are due August 13, 2026; notice of intent to award is estimated August 19, 2026, with purchase order execution estimated August 20, 2026 and anticipated start date August 25, 2026.
