About this file

This is a Questions and Answers document for Boiler Chemicals & Treatment Services (DQ 2027-00027) at Colorado Springs Pioneers (CSP). The solicitation addresses water chemical treatment and testing requirements for hydronic boilers and closed-loop heating and chilled water systems. The awarded bidder will be responsible for maintaining appropriate chemical levels, implementing corrosion and scale prevention programs, conducting monthly water chemical testing, and adjusting concentration levels as needed. The contract includes inspection and monitoring of system conditions, with particular focus on the hot loop and chilled loop systems. Additionally, the vendor must provide formal training to CSP heating plant staff on the testing procedures and protocols used by the contractor, covering chemical handling, installation, maintenance, testing, and operation of water treatment systems.

Current system conditions at CSP indicate no active leaks in the heating or chilled loops, no known sediment issues, and sock filters that effectively capture rust particles. CSP will provide equipment support for chemical deliveries, including forklift assistance when advance notice of delivery dates is provided. The specification requires use of red-dyed pellets for system tracing purposes due to superior visibility under ultraviolet light compared to alternative blue dye tracers. The document does not specify pricing terms, contract duration, award dates, or renewal options, as it functions primarily as a clarification tool addressing bidder inquiries rather than a comprehensive bid summary.

Monthly testing of water chemical composition, adding or adjusting water concentration levels, inspection of boiler functions and controls.

1. Is there a steam boiler associated with this bid?

Answer: No, Not at CSP. While these are Hydronic Boilers Water Chemical Testing and

Treatment Services are still necessary.

2. What specific actions are required from the awarded bidder for the “inspection of boiler functions and controls”?

Answer: None that I know of. Check the chemicals in the Hot Loop and advise on treatment.

Reporting any concerns if noticed during the monthly testing or treatment services.

Provide formal training on the handling of chemicals, installation, care, maintenance, testing, and operation of water treatment systems.

3. What is considered “formal training”? Please explain.

Answer: Staff in the Heating Plant want to perform the same test that our contractors use so that we can have accurate test results. What test procedure the vendor uses we would like training on that same kind of test.

General Clarification Questions Not Specifically Identified in the Statement of Work:

4. Are there any current leaks in the heating loop or chilled loop systems?

Answer: None currently

5. Are there any known issues or concerns with sediment in any of the system loops?

Answer: No Not that I have seen. Our Sock filters usually catch rust particles, but I have not seen sediment.

6. Will CSP provide a forklift and pallet jack for the awarded bidder to offload chemical deliveries?

Answer: Yes. If we know in advance the day of delivery we can have a forklift on site.

7. Is blue dye tracer an acceptable alternative to the red-dyed pellets?

Answer: Red-dye pellets are more visible under UV light and Blue will be harder to see.
