About this opportunity
Gwinnett County Board of Commissioners, Department of Parks and Recreation, is soliciting competitive sealed proposals for on-demand demolition and installation of synthetic turf, goal systems, and related work on a multi-year contract under ITB BL128-26, with proposals due October 7, 2026 at 2:50 p.m. and a virtual pre-bid conference on September 16, 2026 at 10:00 a.m. Firms currently on the Gwinnett County ineligible source list are not eligible to bid.
The scope encompasses removal and disposal of existing synthetic turf, laser grading, stone base preparation, drainage correction, infill installation (rubber/sand, organic, and cooling options), and goal system and field-marking installation across eighteen existing multi-purpose, baseball, and softball fields ranging from 79,000 to 156,000 square feet. The County anticipates replacing multiple fields annually depending on funding availability, with no guaranteed minimum or maximum volume; the contractor will be paid only for quantities actually used. Maintenance equipment (GreensGroomer and Redexim models), testing requirements (Gmax, HIC, and infiltration at closeout and annually), and an 8-year or 10-year warranty period are specified. All pricing must include freight, delivery, installation, overhead, and profit unless explicitly excluded.
Bidders must demonstrate a minimum of three years' experience with the same turf manufacturer and product, hold American Sports Builders Association Certified Field Builder (CFB) certification, provide three public agency field installation references and three installations within approximately 100 miles of Gwinnett County, present three fields approximately eight years old, and establish a Georgia-based representative prior to contract award.
The initial contract term runs January 1, 2027, through December 31, 2027, with automatic annual renewal on identical terms for a three-year total lifetime obligation unless the County provides sixty days' notice of non-renewal. The bid bond must equal 5 percent of the three-year total bid amount using the Gwinnett County form. Performance and payment bonds of minimum $1.5 million per term are required, subject to change at renewal. Insurance company ratings must be A.M. Best A-8 or higher. Questions are due September 23, 2026.
