About this opportunity

George Mason University, on behalf of the Virginia Higher Education Procurement Consortium (VHEPC), is issuing Request for Proposal GMU-SS0410-25 for Biomedical, Clinical & Medical Research Supplies & Services to support research operations across multiple participating Virginia higher education institutions, including the University of Virginia, Virginia Commonwealth University, and Virginia Tech. The procurement seeks qualified vendors to supply medical and clinical research equipment, supplies, clinical simulation equipment, rehabilitation and performance monitoring equipment, and related services supporting biomedical and clinical research activities. Deliverables include a comprehensive product and service offering organized by equipment categories and maintenance/labor services, with pricing reflecting deep discounts off manufacturer list prices and FOB Destination delivery terms excluding special handling charges. Required qualifications include maintenance of Commercial General Liability Insurance of at least $1,000,000 per occurrence, compliance with federal and state regulations including FERPA, HIPAA, HITECH, and ADA requirements, and submission of a functional punchout catalog within the Commonwealth's eVA electronic procurement system. The evaluation criteria allocate 100 points across five categories: product quality and suitability (25 points), offeror qualifications and experience (25 points), service delivery methodology (25 points), pricing (15 points), and Virginia Small, Women-owned, and Minority-owned (SWaM) certification status at proposal submission (10 points). All questions must be submitted through the Bonfire Portal by April 24, 2026, at 4:00 PM ET, with responses posted by May 1, 2026, at 3:00 PM ET; proposals are due May 13, 2026, at 2:00 PM ET via Bonfire exclusively. Committee evaluation is scheduled for May 18–June 29, 2026, followed by negotiations June 30–July 28, 2026, and contract execution targeted for July 29–September 10, 2026.

While not restricted by disadvantaged enterprise set-asides, vendors holding Virginia Department of Small Business and Supplier Diversity (DSBSD) certification are encouraged to declare their status and may participate in small business subcontracting plans, with all proposed participation levels becoming mandatory contract requirements upon award. The RFP does not identify incumbent vendors or current contractors, representing a modernization effort to replace fragmented individual contract actions with structured, category-based competitive procurement. Awarded contractors must execute the mandatory Publicly Accessible Contract (PAC) Agreement, which permits third-party access by non-VHEPC entities and requires remittance of one percent (1%) of revenue from non-member sales to the Consortium by August 31st annually. The contract establishes a two-year initial term with four optional two-year renewals, providing flexible extension based on institutional needs, and includes no minimum order requirements, giving George Mason the right to cancel with 60 days' notice. Contractors must submit mandatory quarterly sales reports using the VHEPC Unified Quarterly Reporting Template with item-level transaction data regardless of sales volume. No specific budget or award value is disclosed in the solicitation documents, indicating this is an open-ended requirements contract with pricing competitively evaluated as a component of the overall proposal assessment.
