About this file

This is a Small Business Subcontracting Plan attachment required for the Virginia Higher Education Procurement Consortium (VHEPC) Request for Proposal for Biomedical, Clinical & Medical Research Supplies & Services. The document serves as a mandatory submission for all offerors responding to this procurement initiative, which is being coordinated across multiple Virginia higher education institutions including University of Virginia, Virginia Commonwealth University, and Virginia Tech. Each institution is designated as the lead issuer for specific categories within the R&D sourcing initiative, with contract awards intended for use by eligible VHEPC member institutions according to each solicitation's terms.

The plan requires offerors to identify all subcontracted portions of work and demonstrate their plans for utilizing subcontractors, particularly those certified by the Virginia Department of Small Business and Supplier Diversity (DSBSD). Offerors must declare whether they will complete all work or use subcontractors and provide detailed information for up to five subcontracts, including company name, DSBSD certification number, contact details, work description, and dollar value or percentage for the initial contract term. The document defines small business as firms holding DSBSD certification on the proposal due date, including women-owned, minority-owned, and service-disabled veteran-owned businesses. Proposed participation levels identified in the plan become mandatory contract requirements, and failure to achieve the proposed participation percentages or dollar values may constitute breach of contract.
