About this file

This is a Small Business Subcontracting Plan attachment required by the Virginia Higher Education Procurement Consortium (VHEPC) for the Biomedical, Clinical & Medical Research Supplies & Services solicitation managed by participating Virginia institutions including the University of Virginia, Virginia Commonwealth University, and Virginia Tech. The document mandates that all offerors must complete and submit this attachment with their proposals to be considered responsive. Offerors must declare whether they plan to complete all work themselves or utilize subcontractors, and those selecting subcontractors must provide detailed information for up to five subcontracts, including company names, contact information, DSBSD certification details, work descriptions, and contract values or percentages for the initial contract term.

The plan specifically addresses small business participation, with "small business" defined as firms holding current Virginia Department of Small Business and Supplier Diversity (DSBSD) certification as of the proposal due date, including micro businesses, women-owned businesses, minority-owned businesses, and service-disabled veteran-owned businesses. Offerors certified as micro or small businesses must provide their DSBSD certification number and date. Notably, the document stipulates that any proposed small business participation percentages or dollar values become contractual requirements upon award, and failure to achieve the proposed participation levels may result in breach of contract. The submission requires offerors to identify all subcontracted portions of work and demonstrate their planned utilization of small businesses as subcontractors, suppliers, or joint venture partners throughout the initial contract period.
