About this opportunity

The Florida Fish and Wildlife Conservation Commission is issuing an Invitation to Bid (ITB) for maintenance grading and road material services at the Big Bend Wildlife Management Area located in Taylor and Dixie Counties, Florida. The procurement encompasses two separate jobs: Job 1 at the Hickory Mound Unit (8.1 miles) and Job 2 at the Jena Unit (4.8 miles), which may be awarded to different contractors. The scope of work includes maintenance grading of approximately 13 miles of designated access roads to be performed three times annually, plus the purchase, delivery, and dump spreading of an estimated 1,500 tons of FDOT-certified lime rock road base. Bidders must submit pricing on a per-mile basis for maintenance grading and per-ton basis for road base materials for the initial contract year plus three renewal years. Qualified contractors must maintain commercial general liability insurance with Four Rivers Land & Timber named as an additional insured party, provide a minimum of three verifiable references for similar projects, and be registered in both MyFloridaMarketPlace (MFMP) and Florida SunBiz systems prior to bid opening. The mandatory pre-bid conference and site visit is scheduled for May 14, 2026, at 10:00 AM ET, with written questions due by May 20, 2026, at 5:00 PM ET. Sealed bids are due June 9, 2026, at 2:00 PM ET, followed by public bid opening at the same time and date, with an anticipated award date of June 15, 2026. The contract will be effective for one year from issuance of the Purchase Order, with annual renewal options for up to three additional years, and all work must be completed by June 10 of each contract year.

The bid is structured as a multi-award contract allowing bidders to submit proposals for one or both jobs without restriction to minority or disadvantaged business enterprise status, though bidders must submit a Subcontractor Minority Status Report with each invoice if subcontracting is utilized. No incumbent vendor or current contractor information is specified in the available documentation. The contract is subject to annual appropriation and availability of funds, with no federal funding indicated for this project. No specific award value or budget range is provided in the procurement documents. The Florida Fish and Wildlife Conservation Commission reserves the right to reject any and all bids, award to the lowest responsible bidder, and conduct interviews or inspections prior to contract award. Liquidated damages are noted as not applicable (N/A) for this procurement.
