About this opportunity
Clackamas County, Oregon is accepting sealed bids for the Jail Electronic System Update Remodel Project, a comprehensive low voltage security system installation and modernization project for the county's detention facility. The procurement encompasses upgrades to detention video surveillance systems, electronic security components, microprocessor-based intercom systems, 1080P CCTV video surveillance, door monitoring control systems, touch screen graphical user interfaces, raceways, grounding and bonding systems, and related infrastructure throughout the two-story jail facility. The project includes two alternates: Alternate No. 1 provides full installation of twenty-four net new exterior cameras, and Alternate No. 2 provides nine net new interior cameras, with the county reserving the right to select any or all alternates up to thirty calendar days after contract award. Bidders must be pre-qualified with prior experience in low voltage security systems and must have successfully completed PLC-based systems integrating microprocessor-based intercom and 1080P CCTV video systems with door monitoring control in a detention center setting. A mandatory pre-bid conference is scheduled for May 20, 2026 at 10:00 AM at the Jail Facility located at 2206 Kaen Road, Oregon City, with prime bidders arriving more than ten minutes late prohibited from submitting bids. All sealed bids must be submitted electronically through Bid Locker by June 4, 2026 at 2:00 PM Pacific Time, with bid opening and public reading scheduled for 2:05 PM the same day via Zoom. The contract commencement date is upon issuance of Notice to Proceed, with a substantial completion date of December 1, 2027 and final completion date of December 31, 2027.
Clackamas County encourages participation from Historically Underrepresented Businesses, including minority, women, and emerging small businesses, requiring bidders to perform Good Faith Effort by contacting at least three certified or self-identified M/W/ESB subcontractors for each division of work to be subcontracted, with Forms 1 and 2 due within two hours of bid closing and Form 3 required with final payment. All contractors must be registered with the Oregon Construction Contractors Board and comply with prevailing wage requirements, as the maximum compensation exceeds $50,000, with rates established by the Oregon Bureau of Labor and Industries as of January 5, 2026 and amended April 5, 2026. Each bid must be accompanied by bid security equal to ten percent of the total bid amount, either as a cashier's check, certified check, or bid bond, and the successful bidder must execute performance and payment bonds each equal to one hundred percent of the contract sum within twenty calendar days of receiving contract forms. The project requires integration with existing infrastructure including retention of existing PLCs, terminal strips, power supplies, and fuses where noted, as well as coordination with emergency power panels and separation between county CCTV systems and jail security systems. The County's engineer estimate for this project is $3,000,000.00, and bidding documents are available through OregonBuys under Document No. S-C01010-00016893.
