About this opportunity

Milwaukee County Behavioral Health Services (BHS) is conducting a Comprehensive Community Services (CCS) Ancillary Services Open Enrollment Expression of Interest (EOI) to expand its provider network for 2026. The procurement seeks community providers to deliver specialized ancillary services for youth and adults, including Equine Therapy, Music Therapy, Dance Therapy, Psychotherapy, Animal Assisted Therapy, and Peer Support services. Providers must have at least three years of experience, appropriate licensure, and the ability to comply with clinical supervision requirements outlined in DHS 36 Administrative Code. The EOI targets both new providers and current providers looking to add new service codes, with a focus on serving diverse populations including LGBTQIA+, Latino, Native American, and Deaf and Hard of Hearing communities. Key submission dates include a question period from July 18 to August 5, 2025, with proposal responses due by August 15, 2025, at 4:00 PM CDT through the Bonfire digital portal. The contract review process will involve the CCS Provider Network Team, CCS Administration/Leadership, and the Recovery Advisory Board, with potential contract awards starting January 1st, 2026. Evaluation will be based on provider experience, service capabilities, clinical expertise, and ability to serve targeted participant groups.

The EOI encourages Targeted Business Enterprise (TBE) participation, with multiple certification options available including DBE certification through WisUCP, minority or women-owned business certification with the State of Wisconsin Department of Administration, and Small Business Enterprise (SBE) registration. While TBE participation is not a mandatory requirement for selection, it is strongly encouraged. Providers can be certified through various channels, including SAM.gov registry and local minority business programs. Service rates are predetermined and non-negotiable, ranging from $3.66 to $56.25 per 15-minute unit depending on service type and provider education level. There are no guaranteed maximum or minimum payment obligations, and the county reserves the right to use various purchasing methods to meet special population needs. Providers must submit comprehensive documentation including cover letters, site information forms, references, and additional disclosures. The contract will support community-based, in-office, and telehealth service delivery models, with providers being entered into the CCS Provider Directory for potential participant matching by Care Coordinators.
