Providers must meet specific requirements, including having at least three years of experience, appropriate licensure, and the ability to comply with clinical supervision and training mandates outlined in DHS 36 Administrative Code. The contract will be awarded through a review process involving the CCS Provider Network Team, CCS Administration/Leadership, and the Recovery Advisory Board, with referrals made based on client needs and choices. There are no guaranteed maximum or minimum payment obligations, and the county reserves the right to use various purchasing methods to meet special population needs.

VISION, MISSION, & GUIDING PRINCIPLES
Vision for Milwaukee County Behavioral Health Services
Milwaukee County Behavioral Health Services, through fostering strategic community partnerships, will become an Integrated Behavioral Health System providing a dynamic, and comprehensive array of services, including community based, emergency, and acute services, to meet the behavioral health care needs of individuals and families.
Mission of Milwaukee County Behavioral Health Services
Milwaukee County Behavioral Health Services through early assessment and intervention promotes hope for individuals and their families through innovative recovery programs in behavioral health wellness, recovery, research and education.
I. Introduction The Milwaukee County Behavioral Health Services (BHS) Comprehensive Community Service (CCS) is issuing this Expression of Interest (EOI) to seek information from community providers interested in providing ancillary services within the Comprehensive Community Services (CCS) program for youth and/or adults. This Expression of Interest (EOI) applies to all community agencies, organizations, and interested parties. CCS Leadership will use the information generated by this EOI to identify potential community agencies, organizations, and interested parties to expand the CCS Network in the desired service areas. This document will provide interested parties with the information needed to allow them to prepare and submit a proposal.
CCS is seeking innovative approaches, and best practices in organizing, structuring, or delivering programs to individual enrolled in CCS both today and in the future; that meet the requirement laid out in DHS 36.
Comprehensive Community Services A voluntary, individual driven program funded by a full Medicaid benefit that offers a wide variety of recovery supports based on a individual’s needs and desires. CCS services are traditionally less intensive than a Community Support Program (CSP), but more intensive than an outpatient level of care. To be eligible for CCS, individuals need to be diagnosed with a mental health condition, substance use disorder, or both. Services are rehabilitative in nature with the intention to support individuals in building the skills necessary to independently manage their lives, attain personalized recovery goals and continue to progress in their recovery journey.
CCS provides a coordinated and comprehensive array of recovery services, treatment, and psychosocial rehabilitation services that assist individuals to utilize professional, community, and natural supports to address their needs. CCS is a community-based program in which the majority of services are provided in clients’ homes and communities.
CCS is person-centered and uses client-directed service plans to describe the individualized services that will support the individual to achieve their recovery goals. Services are provided by teams of professionals, peer specialists, and natural supports, all coordinated by a CCS Care Coordinator.
If someone chooses to participate in CCS, they will have the opportunity to work with their Care Coordinator and develop a team of people who will support them in reaching their goals. CCS is a voluntary program. This means that the CCS participant has a choice about whether they want to participate. If someone chooses to participate in CCS and decides later that it is not the program for them, they can always request to end their enrollment. As long as they are still eligible, an individual can always re-enroll at any time.
DHS 36 is the State of Wisconsin Administrative Code that outlines the rules and regulations for the CCS program. The entire document is available here: http://docs.legis.wisconsin.gov/code/admin_code/dhs/030/36.pdf Milwaukee County’s Behavioral Health Services (BHS) is the certificate holder for the CCS program. What does this mean? All contracted agencies that provide services in CCS, provide services under the BHS’s certificate and do not hold independent certification for the CCS program.
Every CCS provider is expected to adhere to the clinical supervision requirements outlines in DHS 36.11. All agencies must have a clinical supervisor designated on their CCS Staff Roster. This is someone licensed under DHS36.10(2)(g)1-8. who is responsible for providing your entire team with clinical supervision and documenting it on the CCS Supervision Log. Clinical supervision records MUST be documented on the electronic “CCS Supervision Log”.
The CCS Supervision Log is an Excel document. Supervision time must be tallied and documented on the log and signed by the agency’s designated clinical supervisor one time per month. Questions pertaining to how to complete the log, should be directed to your designated CCS Service Manager.
CCS Orientation and Training is required of ALL providers providing services in the CCS program. There are NO exceptions to this rule. Providers who have less than 6 months of experience working with individual coping with a mental health and/or substance use condition are required to complete 40 hours of training. Anyone with more than 6 months of relevant experience is required to complete 20 hours of training. Training hours can be covered by trainings you have completed 90 days prior to starting in CCS. However, your training hours MUST be completed within 90 days of you being approved to provide services in CCS.
II. Background and Purpose of EOI Behavioral Health Services – a branch of the Milwaukee County Department of Health and Human Services (DHHS) – is a public system for the integrated treatment and recovery of persons with mental health and substance use disorders. DHHS and BHS are committed to providing high-quality, individualized, community-based services and supports.
The objective of this EOI is to gather information to assist CCS in expanding their provider network by identifying community agencies, organizations, and interested parties that have the available resources, utilize best practices, and approaches to increase services in the CCS provider network in the specific areas outlined within the EOI.
This EOI is for both new and existing providers. Prospective new providers should submit materials to provide service(s) as listed on page 10.
Existing service providers with a Fee For Service Agreement do not need to submit materials to renew their Agreements for 2026 through this EOI. However, if they wish to add a service as listed on page 10, then they should submit EOI materials for the new service.
Both new and existing providers should submit materials through this EOI if they are able to serve any of the special populations listed on page 10.
Responding to this EOI does not imply or ensure any future contract or relationship with Milwaukee County.
III. Method of Procuring Services All submissions for this EOI will be reviewed for completeness by the CCS Provider Network Team to determine that they address the areas of service that were requested within the EOI. Submissions will then be reviewed by CCS Administration/Leadership and the Recovery Advisory Board to get final approval and determine who will be offered a contract to provide services within the CCS Provider Networks.
Referrals would be made to contracted providers based on clients’ needs and choices. Contracts under this model will not have any maximum or minimum payment obligations established. BHS will determine a standard rate of payment for these services, and providers would be paid this set rate. BHS reserves the right to use a combination of purchasing methods to ensure flexibility in meeting the needs of special populations.
Any future EOIs, contracts, and/or agreements stemming from this EOI may include quality and outcome measures, compliance indicators, and performance-based and/or outcome-based referral and payment methodologies. In addition, successful participation in this current EOI process will not be used as a sole determinate in future EOIs.
It is the policy of BHS that Targeted Business Enterprises (TBE’s), certified by Milwaukee County or another recognized agency in accordance with 49 CFR Part 26, shall have the maximum opportunity to compete for awarding of contracts as professional, technical and non-technical service providers to BHS. BHS shall qualify and award service contracts without regard to race, religion, color, creed, national origin, gender, age or handicapping condition. BHS’s service contracts are subject to the requirements of Wisconsin law, and all other agencies having jurisdiction. Any contracts from this Expression of Interest will be awarded in accordance with the applicable laws of Wisconsin.
No revisions to this EOI may be made unless in the form of an official addendum issued by Milwaukee County. In case of clarifications or revisions to the EOI, addenda will be posted at:
https://countymilwaukee.bonfirehub.com/portal/?tab=openOpportunities Respondents are encouraged to check the website frequently for posted addenda.
Reasonable Accommodations Upon request, DHHS will provide reasonable accommodations, including the provision of informational material in alternative format, for qualified individuals with disabilities. Respondents in need of accommodations should contact the EOI Manager.
Incurring Costs Neither Milwaukee County nor its Authorized Representatives are responsible for expenses incurred by a Respondent to develop and submit its response. The Respondent is entirely responsible for any costs incurred during the EOI process, including site visits for discussions, face-to-face interviews, presentations, or negotiations for any subsequent contract.
Submitted EOI Responses Responses submitted by an agency become the property of Milwaukee County at the point of submission. Responses will become public information and will be subject to the Open Records Law. Respondents may use Item DCPI to note portions of responses that are proprietary or confidential.
No attempt has been made or will be made by the Responder to induce any other person or firm to submit or not to submit a Response for the purpose of restricting competition.
