About this opportunity

Trinity County, California is requesting proposals for a Behavioral Health Interim Housing Placement program providing time-limited stabilization of 90 to 120 days, with proposals due October 19, 2026. The County may fund one or multiple proposals to achieve total capacity of up to 50 beds and is open to facility configurations ranging from larger congregate settings to smaller-scale or single-family home-style environments.

The primary target population is adults and older adults (ages 18 and over) with Serious Mental Illness and/or Substance Use Disorders who are experiencing homelessness, are at risk of homelessness, or are transitioning from institutional settings. Proposers may elect to serve additional populations as competitive enhancements, including parents or families with minor children meeting the same eligibility criteria and adult couples seeking shelter together. The County encourages incorporation of immediate-access nightly drop-in beds for urgent shelter placements, though this is not a minimum requirement.

Program design must reflect the unique needs of the population served, emphasize cost efficiency, and support wrap-around or day services delivery. Proposers must develop budgets for a startup period and Year-1 operations from January 1, 2027 through June 30, 2028, with detailed line items for personnel (including psychiatrists, psychiatric nurse practitioners, clinical case managers, peer support specialists, and administrative staff), operating expenses (rent, utilities, furniture, insurance, training, and client support services), subcontractor costs, and indirect costs at 34 percent of personnel expenses.

The contractor must maintain Errors and Omissions and Professional Malpractice insurance with minimum coverage of $1 million each, comply with HIPAA and Business Associate Agreement requirements for Protected Health Information safeguarding and breach notification, execute certifications regarding drug-free workplace and child/adult abuse reporting, and provide annual audit reports per OMB Circular A-133 requirements. Either party may terminate the contract with good cause upon 30 days written notice. The County may extend the contract for up to 90 days beyond the termination date at its sole election.

Opportunity text

The County is seeking proposals for an interim shelter model that provides time-limited stabilization through an interim housing program of approximately 90 to 120 days.

The program must primarily serve adults and older adults (ages 18 and over) with Serious Mental Illness and/or Substance Use Disorders who are experiencing homelessness, are at risk of homelessness, or are transitioning from institutional settings. Proposers may also elect to serve additional populations as a program enhancement, including parents or families with minor children who meet the same eligibility criteria and adult couples seeking to be sheltered together. While not required, the ability to effectively incorporate these populations will be considered a competitive advantage during proposal evaluation. Additionally, the County encourages Proposers to consider incorporating a limited number of immediate-access nightly (e.g., drop-in) beds for individuals requiring urgent shelter placement. Although not a minimum program requirement, this capability will be evaluated as a program enhancement.

Program design should reflect the unique needs of the population served, emphasize cost efficiency, and support the delivery of wrap-around or day services. The County is open to a range of facility configurations, including larger congregate settings, smaller-scale or single-family home-style environments, or other innovative models, provided the design promotes safety, stability, and effective service delivery. The County may fund one or multiple proposals, individually or in combination, to achieve a total capacity of up to 50 beds.
