About this opportunity
The State of Utah Division of Oil, Gas, and Mining is soliciting proposals for coal fire abatement at an abandoned mine in Carbon County under RFP BD27-113, with proposals due November 16, 2026. Attendance at a mandatory in-person site visit on October 20, 2026 at 10:00 a.m. is a prerequisite for bid submission; bids from firms not documented as attending the entire meeting will be deemed nonresponsive. The visit location is the northwest parking lot at UT-10 S Carbon Avenue and Ridge Road (GPS 39.536251, -110.816029), with attendance expected to last four hours over rugged terrain requiring high-clearance four-wheel-drive vehicles.
The scope requires sealing five mine openings, eleven subsidence openings, fifteen exhaust vents and air intakes, and twenty-seven open cracks through excavation, grading, shallow boring drilling, and operation of a walker "spider" excavator to suppress an active underground coal fire. Work must commence upon notice to proceed and be completed within 30 calendar days or by July 31, 2027, whichever is earlier. Liquidated damages are $781.00 per calendar day beyond the agreed completion date.
Bidders must hold a current Utah E100 contractor's license and submit statements of qualifications demonstrating experience with underground coal fires, two-component foam injection, drilling services, supplied air work (SCBA/CCBA), and coal fire health and safety protocols. A qualified mine safety representative (Certified Person) is mandatory. Subcontractors with bids exceeding $5,000 require owner approval; any deemed non-responsible may withhold contract award. Bidders must obtain 100 percent performance and payment bonds within 14 days of award and submit five percent bid security from U.S. Department of Treasury (Circular 570) listed companies. Apparent low bidders must complete an AML Contractor Information Form within 24 hours of bid opening for Applicant/Violator System verification and receive an "Issue" or "Conditional Issue" recommendation from the Office of Surface Mining Reclamation and Enforcement.
Evaluation employs a three-stage approach: initial responsiveness review, technical evaluation against six weighted criteria (Relevant Mine Fire Abatement Experience 25%, Two-Component Foam Injection Experience 20%, Drilling Methods 15%, Key Personnel Qualifications 15%, Self-Contained Air Supply Experience 15%, Health and Safety Approach 10%), with a 300-point minimum threshold of 500 possible technical points, and cost at 30% (lowest bidder receives 100% of price points; others receive proportional points). Total possible score is 715 points. The contract is funded through Title IV of the Surface Mining Control and Reclamation Act of 1977 and requires compliance with Davis-Bacon Act wage requirements and Build America Buy America Act provisions.
