About this file
This is a Claim of Business Confidentiality document submitted to the State of Utah Division of Purchasing in connection with the BD27-113 Wattis Mine Coal Fire Abatement contract opportunity, which is being conducted by the Division of Oil, Gas, and Mining. The project involves the sealing of abandoned coal mine features in Carbon County, Utah, specifically five mine openings, eleven subsidence openings, fifteen exhaust vents and air intakes, and twenty-seven open cracks. The work is designed to abate an active underground coal fire through excavation, grading, drilling shallow borings, and use of specialized equipment including a walker spider excavator. A mandatory in-person site visit is required on October 20th at 10:00 am at the northwest parking lot located at the intersection of UT-10 S Carbon Avenue and Ridge Road in Carbon County, with attendance being a prerequisite for bid submission. The meeting is expected to last four hours and will involve travel over rugged terrain requiring high-clearance four-wheel-drive vehicles.
The confidentiality claim document addresses information that the submitting bidder believes contains trade secrets or proprietary business information that should be protected from public disclosure under Utah procurement regulations. Bidders are required to attend the entire pre-bid meeting in person with an authorized representative and must provide specific documentation of their attendance; bids from firms without documented attendance will be deemed nonresponsive. The specialized nature of abandoned mine closure work, coupled with the hazardous conditions and unique circumstances involved, necessitates the mandatory site visit requirement to ensure bidders understand project complexities before submitting proposals.
