About this file
This is a pre-bid meeting information document prepared by the State of Utah Division of Purchasing and the Division of Oil, Gas, and Mining for contract opportunity BD27-113 regarding Wattis Mine Coal Fire Abatement. The project involves sealing five mine openings, eleven subsidence openings, fifteen exhaust vents and air intakes, and twenty-seven open cracks at an abandoned coal mine in Carbon County through excavation, grading, shallow boring drilling, and use of specialized equipment including a walker "spider" excavator. A mandatory in-person site visit is required on Tuesday, October 20th at 10:00 am at the northwest parking lot located at the intersection of UT-10 S Carbon Avenue and Ridge Road in Carbon County, UT, with GPS coordinates 39.536251, -110.816029. The meeting is expected to last four hours and will involve driving and hiking over rugged terrain, for which high-clearance four-wheel-drive vehicles are recommended. Attendance at the entire pre-bid meeting by an authorized representative is mandatory per Utah Procurement Rule R33-101-13, and bids from firms not on record as attending will be deemed nonresponsive. Bidders are advised to supplement the pre-bid meeting with independent project examination while avoiding entry into the hazardous mine sites.
The document does not contain specific pricing terms, contract duration, award dates, or funding information in the pre-bid meeting details. The special nature of abandoned mine closure work, which differs significantly from standard residential or commercial construction due to unusual conditions and unique circumstances, necessitates the mandatory attendance requirement to ensure bidders understand the project complexity and associated hazards before submitting proposals.
