About this opportunity

The Utah Department of Environmental Quality is issuing RFI BD26-85 to solicit vendor information on an e-permitting software solution modernization, with responses due July 13, 2026. This is an information-gathering phase, not a procurement process; responses are non-binding and will not form contracts. The RFI will inform whether the state proceeds to a formal invitation for bids or request for proposals.

The scope consolidates fragmented systems across five DEQ divisions (DAQ, DDW, DERR, DWMRC, DWQ) into a unified electronic platform spanning the full environmental permitting lifecycle. Deliverables include a single sign-on portal, unified application interface, real-time status-tracking dashboards for applicants and administrators, integrated communication systems, standardized review workflows, scalable architecture to handle varying permit types, automated notifications, e-signature capability, artificial intelligence integration, and legacy system migration capabilities. The solution must be cloud-based with role-based access control, integrate with state purchasing and finance systems (including Chase Bank or Utah GovPay for fee collection), include patch management and version control, and provide comprehensive reporting and analytics. The vendor must demonstrate long-term sustainability and capability to support a three-to-five-year implementation and 10+ year lifecycle. The solution must flex to accommodate findings from initial blueprinting work mapping commonalities across existing systems including Tempo, Laserfiche, and Salesforce.

Vendors may respond to as many of the six RFI questions as they feel confident answering; questions due are during the question-and-answer period. Responses must not include costs, pricing, or estimates. Vendors must not contact the state directly; all communication flows through the RFI response process. Information submitted is protected under Utah Code 63G-2-305; vendors claiming trade secrets or commercial financial confidentiality must submit both redacted and non-redacted versions using the Business Confidentiality Claim form.

Opportunity text

The purpose of this RFI is to: obtain information, comments, or suggestions from potential vendors before issuing an invitation for bids or request for proposals; determine whether to issue an invitation for bids or a request for proposals; and generate interest in a potential invitation for bids or a request for proposals. Vendors should not contact the State regarding this RFI. All communication should be either by responding to this RFI or by submitting a question during the question and answer period. This RFI is not a procurement process and may not be used to make a purchase or enter into a contract. A procurement unit is required to use a standard procurement process, or comply with an exception to the requirement to use a standard procurement process described in Part 8, Exceptions to Procurement Requirements, in order to make a purchase or enter into a contract. A response to a request for information is not an offer and may not be accepted to form a binding contract. Information submitted to or by a governmental entity in response to a request for information is protected under Section 63G-2-305. **NOTE: The first three (3) pages are an outline of the overall goal the solution should achieve; the last three (3) pages (pg. 4-6) are the RFI questions the agency desires answers to. You may respond to as many questions as you feel confident in your response to, and skip any that you do not feel comfortable answering. **Please do NOT provide any costs, pricing, or estimates in your RFI responses.
