About this opportunity
The Nevada State Purchasing Division, on behalf of the Nevada Office of the Military and Battle Born Youth Challenge Academy (BBYCA), is soliciting proposals for comprehensive Food Delivery and Preparation Services through Request for Proposals 43ADG-S3815. The procurement seeks a single Food Service Management Company (FSMC) to operate all food services for the BBYCA, a National Guard Youth Challenge Program facility serving 16-18-year-old at-risk students and high school dropouts. The vendor must provide three daily meals (breakfast, lunch, and dinner) plus sack lunches upon request to approximately 70 cadets (50 male, 20 female) and a staff of approximately 50 individuals across two 22-week cycles annually (302 operating days total). Menus must consist of 80% scratch-prepared and 20% processed items, accommodate a minimum 3,000-calorie daily menu, and provide dietary accommodations for allergies including peanut and lactose intolerance at no additional cost. The vendor must employ a minimum of four full-time staff (one supervisor and three cooks) with a maximum of seven employees, including a dedicated dietician available at no additional cost to design specialized menus. All staff must pass background checks and fingerprinting in compliance with Youth Challenge Program mandates, as the BBYCA is designated a drug-, alcohol-, and tobacco-free facility. The evaluation criteria allocate 35 points to the $25.00 daily cadet cost maximum, 25 points to menu and food preparation plans, 20 points to the 3,000-calorie diet menu, 10 points to small business vendor status, 10 points to cost factor, and 100 points to presentation components including staffing, dietician availability, cost proposals, delivery logistics, menu composition, sack lunch variety, allergy accommodations, kitchen technology, quality control, and past performance. Questions must be submitted by June 2, 2026, with proposals due June 17, 2026, at 1:00 PM Pacific Time, vendor presentations estimated for July 7-8, 2026, Notice of Intent expected July 9, 2026, and Notice of Award anticipated July 31, 2026. The contract is anticipated to commence October 1, 2026, and expire September 30, 2030 (four-year term), subject to Board of Examiners approval.
Nevada-designated small businesses are eligible for a 10-point preference on the evaluation criteria, and Nevada-based businesses claiming that the majority of goods are produced in Nevada may qualify for a five percent price preference; additionally, veterans with service-connected disabilities owning local businesses may receive a five percent preference for contracts valued between $50,000 and $500,000. Vendors must be registered with Nevada ePro, hold a valid Nevada business license, and maintain active registration in the System for Award Management (sam.gov). The vendor must submit three client references from current or former clients for projects of similar size and scope to Annette Morfin (amorfin@admin.nv.gov) by June 16, 2026, and must obtain Commercial General Liability insurance with a general aggregate limit of $2,000,000, Automobile Liability with a combined single limit of $1,000,000, and Workers' Compensation with statutory limits. The maximum daily cost to the State is $25.00 per cadet per day, with the vendor responsible for all food ordering and delivery; the total contract value will be determined by the winning vendor's proposed daily rate multiplied by 70 cadets, 148 days per class, and 2 classes annually across each contract year (2026-2030), with annual inflation rate increases not to exceed 2.4% year-over-year. No incumbent vendor information or existing infrastructure requiring integration has been identified in the available solicitation documents.
