About this opportunity
Glades Electric Cooperative (GEC) is seeking a Master Service Agreement for base camp services in a post-disaster environment for the 2025 storm season, targeting two potential locations in Florida: Moore Haven (Glades County) and Lake Placid (Highlands County). The procurement requires a turn-key base camp provider capable of supporting 250-500 electric utility workers with comprehensive services including lodging, meals, and support infrastructure. Key deliverables include providing sleep trailers with A/C, showers, toilets, laundry services, site security, generators, waste removal, and full catering capabilities for a minimum of five consecutive days. The contractor must supply breakfast (buffet style), lunch (to-go), and dinner (buffet style), including drinks, flatware, and necessary supplies, with the ability to track meals and lodging for individual recipients. Evaluation will likely focus on the contractor's capacity to provide comprehensive services, maximum camp capacity, and ability to deploy quickly after a storm event. The bid is due on June 19, 2025, with an anticipated award date of July 10, 2025, and a contract completion date of December 31, 2025.
There are no specific set-aside designations mentioned for disadvantaged enterprises. The solicitation indicates that companies with an existing Master Service Agreement (MSA) with GEC are not required to submit a new bid but may update rates if desired. Work cannot be subcontracted, which limits potential partnership opportunities. The total contract base "Not to Exceed" amount is $5,000,000, with bidders required to provide pricing for both 250-person and 500-person camp configurations. Payment will be based on unit prices, with invoices submitted no more than every 30 days and covering actual services rendered. The procurement was prompted by constraints experienced during the active 2024 Hurricane season, demonstrating GEC's proactive approach to ensuring disaster response readiness. Potential vendors must provide detailed contact information for bid questions and contract execution, and demonstrate the capability to rapidly mobilize base camp services in a post-disaster environment.
