About this opportunity
Anchor Bay School District in Michigan is requesting sealed bids for Direct Digital Control (DDC) system upgrades and building automation system installations across five school facilities, with bids due July 31, 2026 at 1:00 p.m. and a pre-bid walkthrough scheduled for July 22, 2026 at 9:00 a.m. at the Maintenance Building in New Baltimore. Michigan Prevailing Wage for State Projects Act requirements apply.
The scope covers DDC controller and component installation to replace legacy HVAC controls at Lighthouse Elementary, Naldrett Elementary, Lottie Schmidt Elementary, Maconce Elementary, and the Transportation Building, with integration to Automated Logic Corporation (ALC) systems. Work includes new DDC controllers, wiring, programming, functional testing, troubleshooting, and a $30,000 contingency for failed valves, actuators, and sensors. The Sequence of Operations specification establishes detailed control parameters for variable air volume air handling units, rooftop units, fan coil units, and terminal equipment, including occupied heating setpoints of 68–70°F and cooling setpoints of 74–76°F, economizer functions, demand control ventilation with specified CO2 thresholds, freeze protection, and smoke detection integration. Contractors must confirm all setpoints and schedules with the District's facilities team prior to implementation. Bidders must demonstrate a minimum of five years documented HVAC control systems experience with DDC system installations. Training comprising two four-hour sessions in different operating seasons is required, along with a one-year warranty including two complete seasonal inspections with written reports.
Bid submissions in duplicate must include a 2.5% bid bond, list of warranted projects completed within the last five years, subcontractor list, notarized familial disclosure forms, Iran Economic Sanctions Act certification, and written narratives detailing inclusions and exclusions. No electronic bids are accepted; submissions received after the deadline will not be considered. The successful bidder must provide payment and performance bonds covering the full proposal amount, plus liability and worker's compensation insurance certificates. Notice to Proceed is expected August 13, 2026 following the school board meeting, with construction commencing by August 31, 2026 and substantial completion required by December 1, 2026.
