About this opportunity
The County of Sacramento, Department of Voter Registration and Elections (VRE), is seeking comprehensive ballot printing and preparation services through RFP #2023-RFP-0245. The procurement covers election services including official Vote by Mail ballot printing, blank ballot stock production, folding, inserting, and mail preparation for an estimated voter population of approximately 900,000. Contractors must be capable of producing between 10,000 and two million ballots per election, with requirements for bilingual ballot options and compliance with California Secretary of State certification standards. Key deliverables include producing ballots in multiple languages (currently English and Spanish), creating test ballots, and managing precise ballot manufacturing to meet Dominion Voting Systems' technical specifications. The initial contract period runs from July 1, 2024, through June 30, 2025, with options to extend for four additional one-year periods through June 30, 2029. Proposal responses are due by November 14, 2023, at 3:30 pm, with an anticipated contract award date of December 7, 2023. Evaluation criteria will consider factors beyond pricing, including printing staff experience, technical capabilities, project timeline adherence, and production standards.
The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The county reserves the right to award contracts to multiple vendors, suggesting an open competitive process. Existing infrastructure involves integration with Dominion Voting Systems' Democracy Suite ImageCast ballot systems, which require precise dimensional and printing specifications to ensure compatibility with various tabulator types, including ImageCast Precinct (ICP), ImageCast Evolution (ICE), and ImageCast Central (ICC). While specific budget ranges are not detailed, the contract's scope suggests significant potential value, given the requirement to potentially print up to two million ballots per election for a county with 900,000 registered voters. Initial contract pricing will remain firm through June 30, 2029, with subsequent price increases subject to county review. Potential vendors must demonstrate robust technical capabilities, including the ability to produce high-quality, accurately formatted ballots that meet stringent California election regulatory standards.
