About this file
This document is the Official Ballot Specifications for the June 7, 2022 Statewide Direct Primary Election issued by the County of Sacramento Voter Registration and Elections department. The specifications detail the requirements for ballot printing using the Dominion Voting System, with ballots to be printed in optical scan format and produced in two primary types: Official Vote by Mail ballots (bilingual in English/Spanish, English/Chinese, and English/Vietnamese) and Test ballots. The ballots have specific dimensional requirements (9 x 17.5 overall PDF size, 8.5 x 17 cut size for Vote by Mail), and must include precise formatting elements such as a yellow PMS colored header with a California State Bear watermark, ballot type numbering, precinct numbers, and a 2D barcode.
The document outlines detailed printing, packaging, and delivery instructions, including prioritization of ballot production (Vote by Mail ballots first, then Test ballots), packaging limitations (test ballot boxes not to exceed 500 ballots), and specific delivery timelines. Test ballots must be shipped to the County Elections office by April 25, 2022, with PDF files uploaded to a secure FTP site, and Vote by Mail packages to be delivered to the West Sacramento Post Office on May 9, 2022. The vendor is required to send 10 random ballot styles for testing, ensuring overlay template accuracy and compatibility with the voting system. Specific technical requirements include folding Vote by Mail ballots twice with the top front visible and avoiding interference with timing marks.
