This is a Small Business Reserve Procurement limited to certified small businesses as defined by State Finance and Procurement Article 14-501 through 14-505.
A 15% Minority Business Enterprise (MBE) subcontracting participation goal applies based on total contract value, with MBE firms verified through the MDOT MBE Directory. The project is classified as "C" ($500,000 to $1,000,000). Prevailing wage rates apply to work valued at $250,000 or more, with wage determination effective July 31, 2025, establishing mandatory minimum hourly rates for various building construction classifications in Anne Arundel County (ranging from Laborer Group II at $23.44 per hour plus $6.62 fringe to Electrician at $56.36 per hour plus $45.50 fringe). Contractors and subcontractors must electronically submit certified payroll records within 14 calendar days after each payroll period.
The scope consists of complete interior demolition and renovation of two multi-occupant restroom and locker room facilities to meet ADA compliance, including new floor, wall, and ceiling finishes; new mechanical, electrical, and plumbing equipment; and parking garage improvements with a new ADA-compliant ramp and two designated ADA parking spaces. Work encompasses approximately 1,080 square feet and must comply with the 2021 International Building Code, 2020 National Electrical Code, 2021 International Plumbing Code, and ADA Accessibility Standards (A117.1-2017). Construction work must occur within 365 consecutive calendar days from Notice to Proceed, with liquidated damages assessed at $550 per calendar day for delays. Work is restricted to 6:00 a.m. to 6:00 p.m. Monday through Friday; the existing building remains occupied throughout construction. Questions are due October 12, 2026 at 2:00 p.m. via eMaryland Marketplace Advantage (eMMA). Bid prices remain irrevocable for 120 days following bid opening.
Bidders must submit a Bid Bond (required for bids exceeding $100,000), MBE Attachment D-1A, Bid/Proposal Affidavit, Payment of Employee Health Care Expenses Certification, and Attachment P listing all anticipated subcontractors. The executed contract will be in the form of Attachment K and must include a company seal or notary on the signature page. Upon award, contractors must remit a 1% electronic transaction fee on all approved invoices within 45 days after each monthly reporting period, calculated on the gross invoice amount less returns or credits.
