About this opportunity
An Oregon state or local agency is requesting bids for HVAC design-build services at Building 115 under ITB, with bids due July 14, 2026 and a mandatory pre-bid walkthrough scheduled.
The scope encompasses complete HVAC system replacement for an 11,500 square-foot space, structured as two CLINs: Design Element (CLIN 0001) with phased submittals at 35%, 65%, and 100% completion stages yielding stamped engineering deliverables; and Construction Element (CLIN 0002) as a not-to-exceed fixed-price contract. Design must comply with current ASHRAE standards and UFC 3-410-01, include stamped load calculations, and integrate with the existing Energy Management Control System (Automated Logic). Construction cannot commence until the Government Civil Engineer or designated representative approves the 100% design submission.
The construction phase is fully turn-key: the contractor furnishes all equipment, labor, materials, and supervision; executes ductwork and piping modifications; coordinates electrical work by licensed technicians; handles architectural and structural repairs; performs roof penetrations with certified roofer sealing; manages refrigerant evacuation and EPA-compliant disposal; and completes system commissioning with full Testing, Adjusting, and Balancing. Extensive preconstruction and construction submittals are required for Government approval, including a Quality Control Plan, safety documentation, utility coordination requests, Buy American Act certifications, cybersecurity compliance for DDC systems, and daily quality-control reporting. Final acceptance requires a zero-item punch list, completed commissioning tests, as-built drawings, O&M manuals, equipment inventory spreadsheets, warranty documentation, spare parts, and executed DD Form 1354 for property transfer.
Building plans are provided at the mandatory pre-bid walkthrough. No contract value, budget, term, incumbent, or evaluation weighting is disclosed in the source documents.
