About this file
This is a State of Oregon Bid Security Form for the Oregon Military Department's Invitation to Bid (ITB S-24800-00017106) for the B115 HVAC Design Build project. The document establishes the bid bond requirements for contractors submitting proposals in response to the competitive bidding procurement. The project involves a complete HVAC system replacement for an 11,500 square-foot space structured in two components: a Design Element (CLIN 0001) with phased submittals at 35%, 65%, and 100% completion stages, and a Construction Element (CLIN 0002) as a not-to-exceed fixed-price contract. Design deliverables must comply with current ASHRAE standards and UFC 3-410-01, include stamped load calculations, and integrate with the existing Energy Management Control System. Construction cannot commence until Government approval of the 100% design submission. Bids are due July 14, 2026, with a mandatory pre-bid walkthrough scheduled to review building plans. The construction phase is fully turn-key, requiring the contractor to furnish all equipment, labor, materials, and supervision; execute ductwork and piping modifications; coordinate electrical work; handle architectural and structural repairs; perform roof penetrations with certified sealing; manage refrigerant evacuation and EPA-compliant disposal; and complete system commissioning with Testing, Adjusting, and Balancing.
Bid security in the amount of ten percent of the total bid amount is required pursuant to ORS 279C.365(4) and must be submitted with the proposal. The surety bond obligates the bidder to enter into the contract within the specified timeframe, execute required performance and payment bonds, and provide proof of insurance as mandated. Final acceptance requires submission of a zero-item punch list, completed commissioning tests, as-built drawings, operations and maintenance manuals, equipment inventory spreadsheets, warranty documentation, spare parts, and an executed DD Form 1354 for property transfer. Extensive preconstruction and construction submittals are required, including a Quality Control Plan, safety documentation, utility coordination requests, Buy American Act certifications, cybersecurity compliance for Direct Digital Control systems, and daily quality-control reporting.
