About this file

This is a Statement of Work (Scope of Work) for a Design-Build HVAC system replacement project at Building 115 in Oregon. The project encompasses the design and construction of a complete HVAC system replacement for an 11,500 square-foot space, with building plans provided to contractors at a mandatory pre-bid walkthrough. The scope is divided into two primary components: Design Element (CLIN 0001) requiring phased submittals at 35%, 65%, and 100% completion stages with final stamped engineering deliverables, and Construction Element (CLIN 0002) executed as a not-to-exceed fixed-price contract. The design must comply with current ASHRAE standards and UFC 3-410-01, include stamped load calculations, and integrate with the base's existing Energy Management Control System (Automated Logic). Construction cannot commence until the 100% design receives formal approval from the Base Civil Engineer or designated Government representative.

The construction phase requires the contractor to provide all equipment, labor, materials, and supervision for a fully functioning, turn-key HVAC system installation. The contractor bears full responsibility for equipment procurement, ductwork and piping modifications, electrical work by licensed technicians, architectural and structural repairs, roof penetrations with certified roofer sealing, refrigerant evacuation and disposal in EPA compliance, and complete system commissioning with Testing, Adjusting, and Balancing (TAB). Extensive preconstruction and construction submittals are required for Government approval, including a comprehensive Quality Control Plan, safety documentation, utility coordination requests, buy American Act certifications, cybersecurity compliance for DDC systems, and daily quality control reporting. Final acceptance is contingent upon a zero-item punch list, completion of all commissioning tests, submission of as-built drawings, O&M manuals, equipment inventory spreadsheets, warranty documentation, spare parts, and execution of DD Form 1354 for property transfer and financial asset ownership.

The Contractor shall provide a complete, stamped engineering design solution to replace the HVAC system supporting the 11,500 SF space in Building 115, as demarcated on the provided siting plan.

Building plans and current unit models will be provided by the Government at the pre-bid walkthrough. The design shall encompass all architectural, structural, electrical, and mechanical aspects of construction required to meet current ASHRAE standards and UFC 3-410-01.

Design Deliverables and Accountability:

• Phased Submittals: The Contractor shall submit design packages at the 35%, 65%, and 100% completion stages for Government review and approval.

• Engineering Stamp: The 100% "Issued for Construction" design shall be stamped by a licensed

Professional Engineer (PE).

• Load Calculations: The design must include stamped heating and cooling load calculations justifying the sizing of the new equipment.

• Controls Design: The design shall detail a Direct Digital Control (DDC) system that communicates seamlessly with the base's existing Energy Management Control System (Automated Logic).

Note: Construction (CLIN 0002) shall not commence until the 100% design is formally approved by the Base Civil

Engineer or designated Government representative.

2. Construction Element (CLIN 0002)

02-A Construction Price Not to exceed

The Contractor shall provide all equipment, labor, materials, and supervision required to execute the approved 100% design. As this is a Design-Build contract, the construction scope shall be executed as a Not-to-Exceed amount based on the finalized 100% design. The Contractor is strictly responsible for providing a fully functioning, turn-key system for Building 115.

The construction scope of work shall include, but is not limited to, the following requirements:

A. Execution & Qualifications

• Licensing: All HVAC installation shall be performed by certified HVAC technicians. All electrical work shall be completed by a licensed electrical technician.

• Structural/Architectural Repairs: The Contractor is responsible for the repair of all architectural and structural elements altered or damaged to accommodate the new heating or cooling systems, matching existing finishes.

• Penetrations & Roof Warranty: The Contractor is responsible for all new equipment penetrations through walls and roofs. Roof penetrations shall be sealed by a certified roofer to ensure the existing base roof warranty is maintained.

B. Mechanical & Electrical Systems

• Ductwork & Piping: The Contractor is responsible for all ductwork modifications required to accommodate the new systems. Any necessary modifications or upgrades to natural gas lines shall be included in the project scope.

• Electrical Labeling: The Contractor shall definitively label all disconnects, breaker panels, and new equipment using approved, permanent means (e.g., engraved phenolic tags).

C. Demolition & Environmental Compliance

• Refrigerant Evacuation: The Contractor shall coordinate with the base environmental inspector prior to the evacuation and safe disposal of all refrigerants from the legacy HVAC system, in accordance with EPA regulations.

• Utility Removal: The Contractor shall safely demolish and remove all unused or abandoned legacy wiring, piping, and ducting back to the source.

D. DDC & Controls Integration

• System Integration: All new equipment installed shall be connected, programmed, and fully functional with the existing DDC system in the building.

• Approved Vendor: All DDC connections, final terminations, and programming require the use of the Base

Civil Engineering (CE) approved controls contractor (RLSM or Automated Logic).

E. Commissioning & Closeout (Turnover)

• TAB & Commissioning: Formal Testing, Adjusting, and Balancing (TAB), along with full system commissioning, shall be successfully completed and documented by the Contractor prior to project closeout.

• Equipment Documentation: The Contractor shall provide a detailed equipment inventory spreadsheet for all equipment removed and installed, to include: Manufacturer, Model Number, Serial Number, Capacity, and

Final Refrigerant Charge.

• As-Built Drawings: The Contractor shall provide updated, finalized CAD "As-Built" drawings showing the exact locations of the new units and ducting, as well as updated, detailed electrical line drawings for all new circuits installed.

• The Contractor shall provide final Operations and Maintenance (O&M) manuals and conduct a minimum of four (4) hours of hands-on system training for state facility maintenance personnel prior to final acceptance.

2. Correction Period: The Contractor shall have fourteen (14) calendar days from the date of the Pre-Final Inspection to correct all items identified on the Punch List.

3. Final Inspection: Once all Punch List items are corrected, the

Contractor shall request a Final Acceptance Inspection. The

Government will verify that every item on the Punch List has been completed to the required standard.

4. Conditions for Final Acceptance: Final Acceptance of CLIN
