About this opportunity
The City of Meriden, Connecticut is soliciting competitive sealed bids for the construction of infrastructure improvements at 380 Columbus Avenue in Meriden, located within New Haven County. The project, designated B026-42 Columbus Avenue Cul-de-Sac, involves constructing a 48-foot radius cul-de-sac at the south end of Columbus Avenue and an 8-foot wide stone dust multi-use path connecting Columbus Avenue to Marina Court. Work includes removal of existing pavement, site regrading, installation of full-depth bituminous concrete pavement (10,600 square feet), concrete curbing (435 linear feet), concrete sidewalk repairs, a concrete block retaining wall (60 linear feet), chain link fencing, stormwater infrastructure modifications including catch basin installation and 8-inch and 15-inch storm sewer connections, topsoil placement (780 square yards), turf establishment (780 square yards), and landscape plantings including eight Fraser Fir trees. The selected contractor must prepare a detailed construction schedule for presentation at a pre-construction meeting, coordinate with homeowners to minimize disruption to property access, and provide temporary access throughout the project duration. The project is anticipated to commence in Spring 2026 with expedited completion to limit resident disruption. The bid submission deadline is February 26, 2026, at 11:00 am through the City's electronic procurement portal; a non-mandatory pre-bid meeting is scheduled for February 12, 2026, at 10:00 am at Meriden City Hall, and questions must be submitted by February 19, 2026, at 4:00 pm. The contractor must comply with Connecticut prevailing wage requirements, provide certified payroll documentation, complete 10-hour OSHA Construction Safety and Health training, and maintain comprehensive insurance coverage including general liability of $1,000,000 per occurrence and $2,000,000 aggregate, auto liability of $1,000,000 combined single limit, umbrella coverage of $1,000,000, and workers' compensation at statutory limits.
The City of Meriden has adopted a local preference ordinance requiring city-based businesses with principal places of business in Meriden to submit pricing not more than 10 percent higher than the lowest bid to be eligible for award consideration. All bidders must complete and submit the Bidder Contract Compliance Monitoring Report addressing affirmative action policies, nondiscrimination procedures, subcontracting practices, and employment information as required by the Connecticut Commission on Human Rights and Opportunities; the awarding agency will evaluate bidder success in implementing affirmative action plans and demonstrating workforce composition at or near parity with relevant labor market areas. The procurement encourages set-asides for legitimate minority business enterprises, defined as businesses where at least 51 percent ownership is held by members of specified groups including Black Americans, Hispanic Americans, women, Asian Pacific Americans, American Indians, and individuals with disabilities, with small contractors defined as companies with gross revenues not exceeding $15 million that have operated under the same management in Connecticut for at least one year. Successful bidders must provide a bid bond equal to 10 percent of the bid amount within ten days of notice of award, followed by a performance bond and labor and material payment bond each at 100 percent of the contract price. The sample construction contract indicates a lump sum contract price of $30,000.00 with liquidated damages assessed at $2,200 per calendar day for failure to meet the completion deadline, and monthly progress payments calculated based on engineer certification with five percent retainage withheld until final completion.
