About this opportunity

Gwinnett County Public Schools (the largest school system in Georgia, serving over 182,000 students) is requesting bids for bulk and bottled motor oil and synthetic transmission fluid under B-2704BM, with digital bids due September 30, 2026 at 9:00 a.m. EST through Euna Procurement (formerly Bonfire) and written questions due September 24 at 9:00 a.m. EST.

The scope covers 18,750 gallons of bulk motor oil for low-emission diesel engines annually, 19,000 quarts of bottled motor oil, and 3,000 gallons of bulk synthetic transmission fluid (Allison TES-668 approved). All motor oil must meet or exceed API service categories CK-4, CJ-4, CI-4 Plus, CI-4, CH-4, CF, SM, or SL with specified viscosity requirements; vendors must provide API certification verification. No rerefined oil is accepted. Bulk deliveries range from 200 to 2,000 gallons in oil-designated tankers and must reach one of six fleet maintenance facilities within five business days of order.

The contract term runs December 2, 2026 through December 1, 2027, with GCPS holding the option to renew for four additional one-year periods (maximum five-year total), subject to Board of Education approval. Pricing is based on the vendor's supplier's posted branded jobber price sheet plus a standard markup percentage, with prices firm for the initial term. Suppliers may request price adjustments only for documented cost escalations due to economic conditions, marketplace factors, or tariffs — a maximum of four materials-only increases permitted annually, each requiring 30 days advance notice and supporting documentation. Price decreases must be reported expeditiously and do not count against the annual increase limit.

Award is made to the lowest responsive and responsible bidder. GCPS reserves the right to negotiate terms, split bids, reject any or all submissions, and waive technicalities. Prior to submission, vendors must register at Euna Procurement to receive notices and access solicitation documentation.
