About this opportunity

The State of Connecticut Department of Administrative Services is requesting bids on awning, drapery, and upholstery fabrics under ITB 26PSX0164, with responses due August 20, 2026 at 2:00 PM EDT and questions due August 14, 2026 at 2:00 PM EDT. A micro-business price preference of up to 10% applies to businesses with gross revenues not exceeding three million dollars in the most recently completed fiscal year; a 15% preference applies to veteran-owned micro businesses certified by the Connecticut State Department of Veteran Affairs.

The scope covers commercial and institutional upholstery, drapery, and awning fabrics including Interweave 100% Polyolefin fiber, Genuine Naugahyde Vinyl with polyester backing, Notion Vinyl with PVC composition, and Hewitt Woven Upholstery Fabric, available in multiple colors and priced per yard. Tiered percentage discounts apply based on order volume (1–50 yards, 51–250 yards, 250+ yards) across three fabric categories: Woven Upholstery Fabric, Naugahyde/Faux Leather/Other materials, and Awning & Canvas Fabric. The Department of Correction is the client agency. Actual quantities will be identified on individual purchase orders issued by requesting state entities.

The contract becomes effective September 1, 2026 and extends through August 31, 2031, with DAS retaining discretionary authority to extend for additional terms not to exceed the original five-year length. Pricing is firm for the initial twelve-month period. After year one, the contractor may request annual price adjustments limited to changes reflected in the U.S. Producer Price Index for textile products (WPU03), subject to DAS Procurement approval. Delivery terms are free on board destination with vendor-specified payment terms. Award will be based on pricing as the primary factor, followed by conformity to specifications, past performance, financial responsibility, and delivery terms. The contractor must maintain commercial general liability insurance of at least one million dollars per occurrence and two million dollars aggregate. Submissions must be made electronically through CTsource; pricing will be made public within twenty-four hours of closing.
