About this file

This is a Solicitation Change Details Report for Connecticut's Department of Administrative Services regarding ITB 26PSX0164 for awning, drapery, and upholstery fabrics. The State of Connecticut is seeking bids on commercial and institutional upholstery, drapery, and awning fabrics, including Interweave 100% Polyolefin fiber, Genuine Naugahyde Vinyl with polyester backing, Notion Vinyl with PVC composition, and Hewitt Woven Upholstery Fabric in multiple colors, priced per yard. The original response deadline of August 26, 2026 at 2:00 PM EDT has been extended to September 2, 2026 at 2:00 PM EDT, while questions remain due August 14, 2026 at 2:00 PM EDT. The contract will become effective September 1, 2026 and extend through August 31, 2031, with the Department of Correction as the client agency. DAS retains discretionary authority to extend the contract for additional terms not to exceed the original five-year length. Actual quantities will be determined on individual purchase orders issued by requesting state entities.

Award will be based primarily on pricing, followed by conformity to specifications, past performance, financial responsibility, and delivery terms. Tiered percentage discounts apply based on order volume across three fabric categories: 1-50 yards, 51-250 yards, and 250+ yards. Pricing is firm for the initial twelve-month period; after year one, contractors may request annual price adjustments limited to changes reflected in the U.S. Producer Price Index for textile products (WPU03), subject to DAS Procurement approval. Micro-business price preferences of up to 10% apply to businesses with gross revenues not exceeding three million dollars in the most recently completed fiscal year, with a 15% preference for veteran-owned micro businesses certified by the Connecticut State Department of Veteran Affairs. Delivery terms are free on board destination with vendor-specified payment terms. The contractor must maintain commercial general liability insurance of at least one million dollars per occurrence and two million dollars aggregate. Submissions must be made electronically through CTsource, and pricing will be made public within twenty-four hours of closing.
