About this file
This is a Price Schedule Exhibit B for Solicitation 26PSX0164, issued by the State of Connecticut Department of Administrative Services (DAS) for awning, drapery, and upholstery fabrics. The solicitation covers five primary fabric types: Interweave 100% Polyolefin, Genuine Naugahyde Vinyl with polyester backing, Notion Vinyl with PVC composition, Hewitt Woven Upholstery Fabric, and Outdoor Fabric (Sunbrella or approved equal), all available in multiple colors and priced per yard. The contract is effective September 1, 2026 and extends for five years through August 31, 2031, with DAS retaining discretionary authority to extend for additional terms not exceeding the original contract length. Bid responses were due August 20, 2026 at 2:00 PM EDT, with questions due August 14, 2026 at 2:00 PM EDT. The Department of Correction serves as the primary client agency, and actual quantities will be determined through individual purchase orders issued by requesting state entities.
Pricing is structured with per-yard rates for Section A items and tiered percentage discounts in Section B based on order volume (1-50 yards, 51-250 yards, and 250+ yards) across three fabric categories: Woven Upholstery Fabric, Naugahyde/Faux Leather/Other materials, and Awning & Canvas Fabric. Prices remain firm for the initial twelve-month period; thereafter, contractors may request annual price adjustments limited to changes in the U.S. Producer Price Index for textile products (WPU03) during the thirty-day period preceding each annual anniversary date, subject to DAS Procurement approval. Award is based primarily on pricing, with secondary consideration given to specification conformity, past performance, financial responsibility, and delivery terms. Contractors must maintain commercial general liability insurance of at least one million dollars per occurrence and two million dollars aggregate. A micro-business price preference of up to 10% applies to businesses with gross revenues not exceeding three million dollars; a 15% preference applies to veteran-owned micro businesses certified by the Connecticut State Department of Veteran Affairs. Delivery is free on board destination with vendor-specified payment terms, and pricing will be made public within twenty-four hours of solicitation closing.

Price Adjustments
SOLICITATION: 26PSX0164
PRICE ADJUSTMENT
1. Prices listed in Exhibit B- Price Schedule shall remain firm for twelve (12) months following the Effective Date. The Contractor may submit a written request for a price adjustment only during the thirty (30) days immediately preceding the annual anniversary dates of the Effective Date during the Term.
2. After the first year, the Contractor may request one price adjustment annually. Each price adjustment shall be based on the percentage change that does not exceed, and is consistent with the U.S. Producer Price Index (PPI) for textile products (WPU03), as published by the U.S. Bureau of Labor Statistics. The change will be measured from the PPI in effect on the Effective Date to the most recently published PPI when the price adjustment request is submitted. Should that PPI cease to be published, the Contractor shall use the most comparable index published by the Federal government. Each request must include, without limitation, such PPI and cost documentation, manufacturer and market data as support for the requested price adjustment showing the applicable percentage change in the PPI.
3. DAS Procurement reserves the sole right to approve, negotiate, or reject any price adjustment request, in whole or in part, at its discretion. Approved adjustments may result in either an increase or decrease to the Contract pricing.
4. All requests for price adjustments must be submitted directly to DAS Procurement and in accordance with the Contract Notice Section. Requests sent to a Client Agency are invalid, and will be treated as if no request was made, and will not extend the 30‑day submission window. If a Contractor does not submit a timely request, the Contractor’s right to request a price adjustment for that year will lapse, and the current pricing will remain in effect for the next twelve (12) months until the next eligible price adjustment period.
5. If DAS approves a price adjustment, it will take effect no sooner than ten (10) calendar days after the approval date. The Contractor shall honor all Purchase Orders issued before the effective date of an approved price adjustment and at the prices in effect when those Purchase Orders were issued.
