The pre-bid conference and site visit are scheduled for July 16, 2026 at 10:00 a.m. at 8807 Airport Boulevard, Leesburg, Florida. Questions are due July 23, 2026 at 5:00 p.m., with addenda issued by July 24, 2026 at 5:00 p.m. Four addenda have been issued as of July 26, 2026, amending the pre-bid date and clarifying electrical work allocation, ADA restroom specifications, and contractor responsibilities.
The scope includes site work, pavement removal and replacement (5,020 square yards of milling, 3,220 square yards of concrete removal), excavation (1,800 cubic yards unclassified), installation of 41 removable locking bollards, lime rock base (1,000 cubic yards), asphalt surface (1,200 tons), concrete pavement (280 cubic yards), drainage infrastructure (600 linear feet of reinforced concrete pipe with inlets and manholes), water service lines (840 linear feet, 1-inch to 12-inch diameter with fire hydrant assembly), electrical conduit (13,300 linear feet), sanitary force main (120 linear feet with grinder pump), a 10-foot by 10-foot ADA public restroom facility, airplane wash rack, 12,000 square yards of sodding, taxiway edge lighting, and gopher tortoise survey and relocation. The project is divided into four phased work areas: Work Area A (120 consecutive calendar days), Work Area B (20 days including partial taxiway closure), Work Area C (35 days), and Work Area D (2 days for final pavement markings). The project is funded through FDOT grant funding; Davis-Bacon, DBE goals, and Buy America requirements do not apply.
Bidders must submit pricing on 46 base bid items plus five allowance items totaling $300,000 (water line modification $15,000, City electrical installation $250,000, sanitary sewer modification $10,000, gopher tortoise permit $5,000, gopher tortoise burrow excavation and relocation $20,000). A five percent bid bond is required. Contractors must hold a current general contractor license, demonstrate three years in business, provide a minimum of five references (three from airport or aviation projects completed within the past five years), and document a minimum of three past airfield projects. Insurance requirements include Commercial General Liability of $1,000,000 per occurrence, Business Automobile Liability of $1,000,000 per occurrence, and Workers' Compensation as required by state law. All contractors must register with E-Verify and submit proof via Memorandum of Understanding. Bidders must complete conflict of interest, non-collusion, and debarment certifications and verify non-listing on the State of Florida Scrutinized List and the Federal Excluded Parties List. The City reserves the right to accept or reject any or all bids and will award based on price, specification compliance, bidder capability, prior performance, warranty offered, delivery schedule, and financial capability. Liquidated damages are assessed at $1,500 per day for schedule non-compliance. The resulting agreement is a one-time purchase with no renewal options. An intent-to-award recommendation is targeted for August 24, 2026, with final award by November 23, 2026.
