About this file
This is an addendum to an Invitation for Bid (IFB 26-018-DN) issued by the City of Leesburg, Florida for an Aviation Fuel Facility project. The addendum, issued on July 25, 2026 by Daniel J Nickols, PE, Associate Vice President of AVCON, Inc., addresses questions submitted by interested bidders regarding project scope and requirements. The document clarifies that the project has already received approval from the City of Leesburg Design Review Committee, and the contractor must obtain a building permit prior to construction of a bathroom facility. The addendum specifies the division of responsibilities for electrical work between the contractor and the City's Electrical Department.
Regarding electrical installation responsibilities, the City of Leesburg Electrical Department will furnish all electrical materials and be responsible for installing electrical cable, performing splicing and terminations, installing transformers, pedestals and switchgear, making final electrical connections, and energizing the system. The contractor is responsible for procuring and retrieving electrical materials from the City, installing underground conduit, pull strings, transformer pads, pedestal pads, and junction structures. Costs associated with purchasing and retrieving materials, as well as City-performed electrical installations, shall be charged to the project under the SP-02 Electrical Allowance bid item and reimbursed through the same line item. All bidders must acknowledge receipt of this addendum on their Proposal Bid Form, and submission of a bid constitutes acknowledgment of receipt.
