About this file

This is Addendum No. 2 to Invitation for Bid (IFB) 26-018-DN issued by the City of Leesburg, Florida, for the construction of civil and utility infrastructure at Leesburg International Airport's new Aviation Fuel Facility. The project encompasses installation of a new asphalt taxiway connection, concrete apron and aircraft wash areas, a concrete block public restroom facility, stormwater infrastructure, and utility infrastructure to support future fuel tank and equipment installation. The project duration is 157 consecutive calendar days from the Notice to Proceed to substantial completion, with final completion required within 30 days thereafter. Sealed bid proposals were to be received by 10:00 a.m. on Tuesday, August 4th, 2026, via the City's e-Procurement Portal (OpenGov), with the bid opening scheduled for the same date and time. A non-mandatory pre-bid conference was held on July 16th, 2026, at Leesburg International Airport, with a site visit offered immediately following the meeting. The addendum addresses clarifications to electrical procurement responsibilities and includes pre-bid meeting minutes and a sign-in sheet.

The addendum clarifies that Bid Item #48 (SP-02) establishes a $250,000 allowance to reimburse the awarded contractor for all material and equipment costs associated with items provided by the City of Leesburg, as well as the City's installation of cable and other electrical equipment. Contractors are required to procure electrical materials directly from the City and pay applicable invoices, with reimbursement made through the SP-02 allowance per contract documents. The project is funded through FDOT grant funding, with no FAA/Federal funding included; therefore, Davis-Bacon Wage Rate reporting, DBE goals, and Buy America requirements are not applicable. Contractors must comply with strict airfield safety protocols, including coordination with the Airport Traffic Control Tower, dedicated flag personnel for taxiway access, and continuous airfield security. The project involves multiple work areas with phased construction and a pausing period between Work Area C and D to allow adequate pavement cure time before final markings application.

Q1. The electrical notes appear to contain conflicting requirements regarding the procurement of the electrical conduit materials and associated appurtenances. The first note states: "Each proposed

3-phase conduit run shall be 3-way, 2" conduit. Materials, fittings and appurtenances shall be provided by the City but installed by the Contractor. Associated cable shall be supplied and installed by the City. Similarly, the materials needed to install the proposed 3-phase pedestals, handholes, single phase box pads, and secondary boxes shall be supplied by the City but installed by the Contractor." However, the following note states: "The Contractor shall purchase all materials from the City of Leesburg which will include at a minimum the following: PVC conduit, HDPE conduit, mule tape/pull string, fittings, elbows, appurtenances, glue/epoxy, single phase box pads, secondary boxes, and 3-phase transformer pads." Please clarify the intended procurement responsibility for these materials. Specifically, are these materials: Owner-furnished by the City at no cost to the Contractor, with the Contractor responsible only for installation; or Contractor-furnished through purchase from the City of Leesburg, with the

Contractor responsible for including the material cost in the bid? Additionally, if the Contractor is

IFB 26-018-DN

Aviation Fuel Facility

Addendum No. 2 required to purchase these materials from the City, will a pricing schedule be provided prior to bid so all bidders may accurately account for these costs?

A1. Both notes are correct and are intended to work together. The City of Leesburg will furnish certain electrical materials and equipment; however, the awarded Contractor shall procure these materials directly from the City of Leesburg as required by the Contract Documents.

Bid Item #48 (SP-02) is a $250,000 allowance established to reimburse the awarded Contractor for all material and equipment costs associated with items provided by the City of Leesburg, as well as the City's installation of cable and other electrical equipment. The allowance amount was developed based on the anticipated cost of these materials and installation activities.

The awarded Contractor shall process and pay all applicable invoices issued by the City of

Leesburg for these utility-related materials and installations. Reimbursement for these costs will be made through the SP-02 allowance in accordance with the Contract Documents. Therefore, bidders should not include these anticipated material or City-performed installation costs elsewhere in their bid, as they are covered by the allowance.

Project Overview – This project includes the installation of the civil and utility infrastructure for a new aviation fuel facility.

The fuel tanks and fueling equipment will be procured, separately. This project includes a new asphalt taxiway connection, concrete apron areas surrounding the fueling area and aircraft wash areas, a new concrete block public restroom facility, stormwater infrastructure, and utility infrastructure to support the future procurement and installation of the fuel tanks and fueling equipment. The detailed requirements can be found in the plans and specifications and associated bid documents located in OpenGov.

This is a towered airfield. Safety is of the utmost importance. Aircraft always have the right-of-way. Contractors shall not access any airfield pavement without prior permission and coordination with Owner, Engineer, and

ATCT. If access to the work area requires operating on or adjacent to a taxilane, taxiway, or runway pavement, the Contractor shall provide dedicated flag personnel to ensure safe and efficient access to the construction site.

o Radio Communication with the Tower is Mandatory when accessing work areas adjacent to any airfield pavement. The contractor is responsible for ensuring that all personnel are properly informed and trained on the procedures and protocols in accordance with Contract Documents.

Operational Safety – Special attention shall be directed to the requirements of the Construction Safety Phasing Plan and Details in the Bid Drawings.

Site Access shall be through multiple airport security gates depending on the Work Area. Please refer to the

Construction Safety and Phasing Plan in the Bid Drawings.

Protection of facilities and equipment – Unless specifically marked for removal, or as directed by the engineer, all facilities and equipment on the airfield shall be protected in place. Any damage to existing facilities or equipment shall be repaired by the Contractor at no expense to the Owner.

The Airfield shall stay secured at all times. At no point shall any fence or gate be left open unattended. Failure to secure the airport may result in temporary or permanent dismissal from the site.

The project duration is 157 consecutive calendar days from the issued Construction Notice to Proceed to substantial completion. Final project completion shall be achieved no later than 30 days following substantial completion. Please refer to the Construction Safety and Phasing Plans for more information regarding the specific requirements of the project and the specific operational restrictions for each work area and phase. A pause in the Contract time shall be issued after the completion of Work Area C and prior to the start of Work Area D to ensure that adequate cure time of the pavement is achieved prior to application of final full rate pavement markings.

The proposed project is not anticipated to necessitate nighttime construction. If nighttime construction is requested, the contractor shall provide a night-time lighting plan to be approved by the engineer. The lighting plan shall adhere to the requirements set forth in FAA Airport Circular 150-5370-2G. Lighting equipment shall properly illuminate the intended work area and shall not pollute adjacent properties or obstruct pilot of ATCT line of sight..

Procurement time shall be allotted to the Contractor as needed prior to the issuance of the Notice to Proceed via the issuance of a Notice to Procure, if requested by the awarded bidder. This time shall be agreed upon by the Owner and awarded bidder, but the intent is to provide adequate time for review and approval of shop drawings and material submittals prior to the start of construction.

Minimum 24 hours’ notice shall be provided to the Owner and the RPR ahead of any planned working days on site.

The Engineer/RPR must be present for all major milestone items.

This project has already received grant funding from FDOT. No FAA/Federal funding was included in this project delivery, therefore, Davis Bacon Wage Rate reporting, DBE (Disadvantaged Business Enterprise) goals and reporting, and Buy America requirements are not included or required in this effort.

Site Visit: A site visit will be offered immediately following this meeting. No other site visits shall be provided unless requested and approved by the Owner in writing.

Questions? (All questions asked shall not be answered at this time due to the non-mandatory nature of this meeting, questions will be logged and answered with the first bid addendum).
