About this opportunity
Texas State Technical College (TSTC) is soliciting proposals under RFP #66 for three runnable aircraft engine test stands for its Aviation Maintenance instructional program at the Waco campus, with proposals due November 24, 2026. All submissions must go exclusively through TSTC's Strategic Sourcing portal, and email submissions will not be accepted.
The package calls for two 4-cylinder reciprocating engine test stands, one carburetor-equipped and one fuel injection-equipped, and one turboshaft engine test stand. Each must be comparable to a named AeroTrain reference model, with equivalency weighted as the top evaluation factor. Equipment must be fully functional, suited to instructional use, and ready for operation on delivery. Suppliers must supply manufacturer documentation, operating and maintenance guidance, warranty information, and safety materials. Where installation, startup assistance, training, or commissioning is offered, the proposal must describe it.
Proposals will be scored out of 100 points: Equipment Specifications and Equivalency (30), Operational Readiness and Instructional Suitability (25), Warranty, Support, and Documentation (15), Delivery Schedule and Implementation Requirements (10), and Pricing (20). Pricing must itemize freight, delivery, installation, setup, training, and warranty as separate line items. TSTC prioritizes the shortest available lead time, so suppliers should state lead times and delivery dates explicitly.
Questions must be posted to the event's Q&A Board within the portal to receive formal responses. New portal users should register early, and access or registration issues go to solicitations@tstc.edu.
