About this file

This Scope of Work document outlines Texas State Technical College's (TSTC) procurement for aviation engine test stands at its Waco campus. TSTC seeks qualified suppliers to provide three runnable aircraft engine test stands for instructional use in Aviation Maintenance: two 4-cylinder reciprocating engine test stands (one carburetor-equipped and one fuel injection-equipped, each comparable to AeroTrain AE-30-4C or AE-30-4FI respectively) and one runnable turboshaft engine test stand (comparable to AeroTrain AE-32-250 Allison 250 or equivalent). All equipment must be fully functional, suitable for aviation maintenance instructional purposes, and ready for use upon delivery. The solicitation requires suppliers to provide standard manufacturer documentation, operating instructions, maintenance guidance, warranty information, and safety materials. If installation, startup assistance, training, or commissioning services are available, suppliers must describe these offerings in their proposals.

Proposals will be evaluated on five criteria: Equipment Specifications and Equivalency (30 points), Operational Readiness and Instructional Suitability (25 points), Warranty, Support, and Documentation (15 points), Delivery Schedule and Implementation Requirements (10 points), and Pricing (20 points), for a total of 100 points. Suppliers must provide detailed specifications confirming equipment operability and instructional suitability, itemized pricing including freight, delivery, installation, setup, training, and warranty costs as separate line items, estimated lead times and delivery dates, and descriptions of any included or available support services. TSTC prioritizes the quickest available lead time. The document does not specify response deadlines, award dates, contract terms, or pricing guidance.
