About this opportunity
The New Hampshire Department of Health and Human Services is issuing a Request for Information (RFI) for available warehouse space in the Concord area or surrounding towns within 20 miles, with responses due July 16, 2026 at 4:00 PM Eastern Time. This is an informational solicitation only and does not commit the State to issue a Request for Proposal or award a contract; information gathered may inform a future competitive solicitation.
DHHS seeks approximately 30,000 to 36,000 square feet (tolerance of plus or minus 10 percent) to house emergency response materials and equipment for the Bureau of Emergency Preparedness, Response, and Recovery. The facility must be move-in ready and turn-key, with a minimum clear height of 20 feet, at least two ground-level loading docks, minimum 10 exterior automobile parking spaces, 5–10 spaces for emergency service trailers, compliant restrooms, HVAC systems meeting American Industrial Hygiene Association and ASHRAE standards, and electrical systems meeting current National Electrical Code standards. Internet and telephone connectivity are required at no additional charge.
DHHS offers favorable preference to proposals that promote efficient land use, preserve open space, and offer easy access to highways in accordance with New Hampshire's Smart Growth initiative (RSA 9-B), as well as to facilities exceeding energy code requirements by at least 20 percent.
Lease proposals must be submitted on a full "gross" basis, with all costs including utilities, real estate taxes, insurance, janitorial services, building and site maintenance, and any renovation costs incorporated into the annual rent schedule. All permits, testing, fire alarm system modifications, and associated costs are the responsibility of the Landlord. Respondents must submit a letter of interest to Tess Lessard, Lease Administrator, at Tess.M.Lessard@dhhs.nh.gov and must acknowledge willingness to accept the State's standard lease terms and conditions. The lease commencement date is on or before February 1, 2027. Questions are due July 1, 2026, with state responses by July 9, 2026. Submitted materials become the property of DHHS and may be subject to public disclosure under RSA 91-A.
