About this file
This is Addendum #1 to a Request for Information (RFI) issued by the New Hampshire Department of Health and Human Services for warehouse space in the Concord area. The RFI seeks approximately 30,000 to 36,000 square feet (with a tolerance of plus or minus 10 percent) to house emergency response materials and equipment for the Bureau of Emergency Preparedness, Response, and Recovery. The facility must be move-in ready and turn-key, located within Concord or surrounding towns within a 20-mile radius. Required specifications include a minimum clear height of 20 feet, at least two ground-level loading docks, minimum 10 exterior automobile parking spaces, 5–10 spaces for emergency service trailers, compliant restrooms, HVAC systems meeting American Industrial Hygiene Association and ASHRAE standards, and electrical systems meeting current National Electrical Code standards. Internet and telephone connectivity must be provided at no additional charge. The RFI closing date is July 16, 2026 at 4:00 PM Eastern Time, with questions due by July 1, 2026 and state responses provided by July 9, 2026. The lease commencement date is on or before February 1, 2027. This is an informational solicitation only and does not commit the State to issue a Request for Proposal or award a contract.
The addendum clarifies that all interested parties are encouraged to submit a letter of interest even if their facility does not fully meet space specifications but can offer alternative solutions. All submissions must be directed exclusively to Tess Lessard, Lease Administrator, at Tess.M.Lessard@dhhs.nh.gov, who is the sole point of contact authorized to discuss submissions. Lease proposals must be submitted on a full "gross" basis, incorporating all costs including utilities, real estate taxes, insurance, janitorial services, building and site maintenance, and renovation costs into the annual rent schedule. All permits, testing, fire alarm system modifications, and associated costs are the responsibility of the Landlord. The State offers favorable preference to proposals that promote efficient land use, preserve open space, offer easy access to highways in accordance with New Hampshire's Smart Growth initiative, and exceed energy code requirements by at least 20 percent. Respondents must acknowledge willingness to accept the State's standard lease terms and conditions, and submitted materials become the property of DHHS and may be subject to public disclosure under RSA 91-A.

Warehouse Space
ADDENDUM # 1 TO RFI DHHS 2027-01
FOR: WAREHOUSE SPACE
DATE AND TIME OF RFI CLOSING: 7/16/2026 4:00 PM
Question 1: If the facility meets the required geographic parameters but does not fully meet the space specifications but can offer alternative solutions, should such respondents still submit a letter of interest?
State Response: All interested parties are encouraged to submit a ‘letter of interest’ for consideration by the Department for any prospective warehouse facility. Respondents should review Subsection 3 RFI Specifications for Distribution listed in RFI DHHS 2027-01 to determine whether their facility meets the desired specifications before submitting.
Question 2: Should respondents include the additional email addresses listed at the end of the
RFI in their formal submissions, or should all correspondence be directed exclusively to the Sole
Point of Contact identified in Subsection 3.2?
State Response: All submissions should be directed to the Sole Point of Contact listed in
Subsection 3.2. This individual is the only authorized representative permitted to discuss, receive or respond to any submissions. Any additional contacts listed elsewhere in the RFI are provided for internal reference only and should not be contacted by respondents.
