About this opportunity

Palm Beach County Board of County Commissioners' Purchasing Department issued a Request for Quotation (RFQ) for an Automotive Parts Washer Equipment Rental and Service Program on a term contract basis. This solicitation seeks qualified vendors to provide rental equipment, maintenance, repairs, solvents, and waste removal services for county departments including Parks & Recreation, Fleet Management, Fire Rescue, and Palm Tran. The RFQ is divided into two lots: Lot #1 covers countywide locations (excluding Palm Tran) requiring approximately 32 rental units of various equipment types including 16-gallon and 30-gallon sink-on-a-drum washers, solvent benchtop washers, automatic immersion washers, aqueous benchtop washers, and self-recycling washers; Lot #2 covers Palm Tran locations requiring approximately 13 rental units including 30-gallon and 40-gallon vat/tank washers, manual paint gun cleaners, self-recycling washers, and sink-on-a-drum washers. Quotations were due October 15, 2021 at 4:00 p.m. Palm Beach County time, with submissions accepted via fax or email. The contract term is twelve months with options to renew for four additional twelve-month periods contingent upon mutual written agreement and annual appropriations. Unit pricing must be submitted as firm, fixed prices per service interval for each equipment type, with all costs including licensing, travel, manpower, fuel, solvents, equipment maintenance, service, insurance, mileage, and incidental expenses, with taxes and environmental fees listed separately. The County reserves the right to award on a lot-by-lot basis to the lowest responsive and responsible quoter, and successful vendors must deliver equipment before the contract start date and remove equipment within two weeks of contract expiration at no additional cost.

The solicitation includes Small/Minority/Women Business Enterprise (S/M/WBE) preferences allowing certified S/M/WBE vendors within 10 percent of the lowest bid to receive consideration, as well as Local Preference provisions allowing 5 percent price adjustments for businesses with permanent locations in Palm Beach County or the Glades. All vendors must be registered in the County's Vendor Self Service system and maintain Commercial General Liability Insurance of at least $500,000. Vendors must provide evidence of EPA identification where applicable and demonstrate compliance with all federal, state, and local environmental regulations including hazardous waste manifests and treatment facility standards. No incumbent vendors or budget values were specified in the procurement documentation. The evaluation will focus on responsiveness, responsibility, pricing competitiveness, and adherence to environmental compliance requirements and insurance specifications.
