About this opportunity

The City of Newark, New Jersey is seeking bids for a two-year contract (Bid No. 2025-18) for Automotive Lubricants to be procured through the city's e-Procurement Portal. The procurement encompasses a comprehensive range of automotive shop lubricants and related supplies, including diesel fuel conditioner, penetration oil, power steering fluid, anti-seize lubricant, absorbent material, water finding paste, lubricant cases, white grease, coolant, and silicone. Bidders are required to quote prices for each item for both Year 1 and Year 2, with all prices to be F.O.B. destination and inside delivery. The bid submission deadline is firmly set for 10:15 am on Thursday, March 20, 2025, with only electronic bids accepted through the ProcureNow system. Vendors must be prepared to provide new and current manufacturer's production items, and may be required to submit samples or manufacturer warranties upon request. The City reserves the right to reject bids, waive informalities, award contracts in whole or part, and adjust contract amounts based on actual requirements.

The contract opportunity includes several mandatory compliance requirements that may restrict bidder eligibility, including detailed documentation such as Equal Employment Opportunity Language, Americans with Disabilities Act Compliance, Ownership Disclosure, and Political Contribution Disclosure forms. Vendors must complete a Disclosure of Investment Activities in Iran form and verify they have no investments in restricted entities. The procurement appears to be open to all qualified vendors who can meet the technical specifications and compliance requirements, with no specific set-aside designations explicitly mentioned. Vendors must provide a completed W-9 form and demonstrate business registration and appropriate insurance provisions. While a specific budget range is not explicitly stated, the comprehensive nature of the lubricants contract suggests a potentially significant procurement value. Bidders must adhere to strict compliance measures, with potential consequences for non-compliance including contract termination and possible legal action.
